DESCHUTES COUNTY, OREGON

ROAD DEPARTMENT

 

INVITATION TO BID

SUPPLY AND DELIVERY OF ASPHALT OIL FOR CHIP SEAL 2026

 

Sealed bids will be received, until but not after, 2:00 p.m. on February 25, 2026, at which time all bids for the above-entitled public works project will be publicly opened and read aloud at the Deschutes County Road Department, 61150 SE 27th Street, Bend, Oregon 97702.

 

The Work will consist of, but not be limited to, furnishing and delivery of asphalt materials as follows:

 

·         A total of 900 tons of HFRS-P2 EMULSION ASPHALT DELIVERED to various locations in Deschutes County between June 1, 2026, to August 31, 2026

·         A total of 850 tons of PMCRS-2H EMULSION ASPHALT DELIVERED to various locations in Deschutes County between June 1, 2026, to August 31, 2026

·         A total of 300 tons of HFRS-P1 DILUTE 50/50 FOG SEAL DELIVERED to various locations in Deschutes County between June 1, 2026, to August 31, 2026

·         A total of 225 tons of CCS1H DILUTE 50/50 FOG SEAL DELIVERED to various locations in Deschutes County between June 1, 2026, to August 31, 2026

 

Specifications and other bid documents are available on the Deschutes County BidLocker Portal at https://bidlocker.us/a/deschutescounty/BidLocker.  Inquiries pertaining to these specifications shall be directed to Brett Hamrick, Operations Manager, in writing at Brett.Hamrick@deschutescounty.gov or the address above.

 

Bids can be made electronically using the Deschutes County BidLocker portal at the web address listed above, or on paper using the forms furnished by the County. Email submissions will not be considered. Bidders who wish to submit a paper bid shall notify the Agency Contact, in writing, a minimum of forty-eight (48) business hours prior to the bid closing date and time. Bidders who submit a paper bid proposal but do not provide the required notification will be deemed non-responsive. Paper bid proposals shall be mailed or hand-delivered to the Deschutes County Road Department at the address listed above in a sealed envelope plainly marked “BID FOR SUPPLY & DELIVERY OF ASPHALT OIL FOR CHIP SEAL 2026” and the name and address of the bidder.

 

Bidders shall register a vendor account using the BidLocker website at https://bidlocker.us/Account/Signup and register with Deschutes County on the BidLocker platform in order to submit an electronic bid. BidLocker vendor registration is free of charge. If technical assistance is needed, please contact BidLocker at 267-225-1407 and/or help@bidlocker.us. Bidders are encouraged to allow extra time to ensure proposals are uploaded by the deadline.

 

Deschutes County may reject any bid not in compliance with all prescribed bidding procedures and requirements, and

may reject for good cause any or all bids upon a finding of Deschutes County it is in the public interest to do so. The

protest period for this procurement is seven (7) calendar days.
