Description

Sealed Proposals for the Rock Creek WRRF Biogas Treatment System Procurement Project No. 7307 (Project) will be accepted by Stephen Waldron, Procurement Specialist electronically via Equity Hubs’ Bid Locker at https://bidlocker.us/details/5417 (Bid Locker) until 2:00:00 p.m., local time, on March 3, 2026 (Deadline). Any Proposals received after the specified time will not be considered.  It is each Proposer’s responsibility, when submitting its Proposal electronically via Bid Locker, to ensure timely delivery by submitting its Proposal sufficiently in advance of the Deadline. Before Proposers can submit their Proposal, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register.  

Proposals will not be publicly opened and read aloud.

Clean Water Services (Owner) is seeking to purchase the following Goods and Special Services as specified or indicated in Owner’s Contract Documents as part of the Project.

The Goods and Special Services generally consists of the following:

A. Goods:

1. Design, manufacture, assemble, and deliver a complete biogas treatment system with an inlet capacity of either 450 standard cubic feet per minute (scfm) or 600 scfm, as selected by Owner. This system will treat raw biogas produced from anaerobic digestion to natural gas quality suitable for pipeline injection (Goods).

2. The Goods will include, but are not limited to: equipment, media, compressors, valves, pressure vessels, control systems, control panels, electric motors, control software, electrical panels with variable frequency drives (VFDs), instrumentation, safety appurtenances, equipment anchorage, accessories, and all appurtenances necessary for a complete operational system.

3. Provide engineering services for the Goods during the Shop Drawing Development period to coordinate design elements with the Engineer as set forth in Section 43 30 00 Biogas Treatment System.

4. Deliver the Goods to the Rock Creek Water Resource Recovery Facility, 3235 SE River Road, Hillsboro, Oregon 97123 (Point of Destination).

B. Special Services:

1. Provide Special Services through installation as set forth in Section 01 79 20 Seller’s Services and Training and Section 43 30 00 Biogas Treatment System, proper affidavits, startup and testing and any other Special Services as specified in Specification Section 43 30 00 Biogas Treatment System. Special Services shall be performed at the Point of Destination.

Owner intends to enter into a contract with a single Seller for the Goods and Special Services.

Owner will enter into a separate contract with a Contractor/Assignee to install the Goods. Owner will assign its rights, duties and obligations under Seller’s Contract to a Contractor/Assignee, except as expressly retained by Owner.

The Request for Proposal (RFP) Documents are entitled “Rock Creek WRRF Biogas Treatment System Procurement Project No. 7307.”

It is the Proposer’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not Owner’s responsibility to notify participating Proposers by email or by any other means of any of the above. Each Proposal must be submitted on the prescribed Proposal Forms and accompanied by Proposal security as prescribed in the Instructions to Proposers. Proposers must deliver the original of the Proposal security to Stephen Waldron either by first class mail to Administration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro, Oregon 97123 (Owner’s Office), or by hand delivery to the Durham Treatment Plant Services Building, 16060 SW 85th Avenue, Tigard, OR 97224, within five business days after the Deadline.

The Successful Proposer will be required to furnish the additional bond(s) and insurance prescribed in the RFP Documents.

The Proposer shall guarantee the Proposal for a period of 90 calendar days from the date the Proposals are due.

Furnishing the Goods and Special Services does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 do not apply.

Owner reserves the right to cancel this solicitation or reject any or all Proposals not in compliance with all prescribed public bidding procedures and requirements or when Owner finds that the Proposer is not responsible as that term is used in any applicable Owner’s Purchasing Rules and ORS 279A.010(1)(r). Owner may reject for good cause any or all Proposals upon a finding by Owner that it is in the public interest to do so.
