Description
Sealed Bids for construction of the Butternut Creek Pump Station Phase 2 Project No. 7328 (Project) will be accepted by Michelle Mann, Procurement Specialist electronically via Equity Hubs’ Bid Locker at https://bidlocker.us/details/5160(Bid Locker) until 2:00:00 p.m., local time, on September 11, 2025. Any Bids received after the specified time will not be considered. It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. First-Tier Subcontractor Disclosure Forms must be electronically submitted to Bid Locker at or before 4:00:00 p.m. local time on the same day (Deadline). If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered. Clean Water Services (Owner) will not accept Bids by facsimile or email.
Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on September 11, 2025. Bidders can attend the opening by calling the telephone conference number 503.681.4499.
Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project. The Project generally consists of the following:
Furnishing all labor, materials and equipment to:
a. Install approximately 1,725 linear feet of 20-inch diameter IPS DR-11 HDPE force main and appurtenances.
b. Implementation of erosion and sediment control, site restoration activities, and other associated work.
The Work Site is located at Butternut Creek Pump Station, 7045 SE Butternut Creek Pkwy, Hillsboro, Oregon 97123 (Site).
The Work is a public works project subject to ORS 279C.800 to 279C.870.
The estimated construction cost of the Work is $1,060,000.
The Bidding Documents are entitled “Butternut Creek Pump Station Phase 2 Project No. 7328.”

It is the Bidder’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not Owner’s responsibility to notify participating Bidders by email or by any other means of any of the above. Copies of this advertisement can be obtained on the Bid Locker website or Owner’s website at https://dynamic.cleanwaterservices.org/Bids. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must deliver the original of the Bid security to Michelle Mann either by first class mail to Administration Building Complex, 2550 SW Hillsboro Hwy, Hillsboro, Oregon 97123 (Owner’s Office) or by hand delivery to the Rock Creek Water Resource Recovery Facility, 3235 SE River Road, Hillsboro, Oregon 97123 within five business days after the Deadline.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents.
Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board.
It is anticipated that asbestos will be encountered during the Project. The requirements of ORS 468A.700 through 468A.760 shall apply. The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 shall not apply.
Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.

Prospective Bidders are encouraged to voluntarily attend a prebid conference and Site visit that will begin at 1:00 p.m. local time on September 3, 2025 and last approximately one hour. The meeting will be held at 7045 SE Butternut Creek Pkwy., Hillsboro, OR 97123 (Site). Representatives of Owner and Engineer will be present to discuss the Project.
Owner reserves its right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
