Description

Clean Water Services (District) has determined it needs a new 480V Power Distribution Equipment to replace the existing switchgear at the Hillsboro Water Resource Recovery Facility, located at 770 S First Ave, Hillsboro, Oregon 97123 (Hillsboro WRRF). The new switchgear shall consist of two 480V panelboards that feed double-throw safety switches into site loads, and includes power monitors and surge protection.

 

This Invitation to Bid (ITB) is to request bids for the purchase of the following equipment and services:

 

Supply and deliver new 480V Power Distribution Equipment specified and indicated in the Owner’s Contract Documents. The overall dimensions of the new Power Distribution Equipment shall fit within the existing limited space as specified in the specifications included in this ITB (collectively, Goods).  The selected vendor will also perform related commissioning and startup services consisting of commissioning and startup for the power distribution equipment, field inspections, certifying proper installation, and training of District personnel (collectively, Special Services). A single manufacturer shall be responsible for supplying the equipment described with all accessories and appurtenances, including but not necessarily limited to, parameter setting software. District will enter into a separate contract with a contractor to install the Goods (Installing Contractor).

 

Interested Bidders must electronically submit bids to Michelle Mann, Procurement Specialist, via Equity Hub’s Bid Locker at  https://bidlocker.us/details/4906 (Bid Locker) which will be accepted until 2:00:00 p.m. (local time), on May 1, 2025 (Per 1st Addendum). Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Late bids will not be accepted or considered. It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. No paper, telephonic, email or facsimile bid submissions will be accepted.

 

Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on May 1, 2025. Bidders can attend the opening by calling the telephone conference number 503.681-4499.

 

Goods must be delivered to the Hillsboro WRRF no later than May 31, 2026. The successful bidder will be responsible for coordinating with the Installing Contractor during installation, start-up, commissioning and training to ensure substantial completion of the Services by November 15, 2026 and final completion by December 31, 2026.

All bids must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. This Contract is not subject to Oregon prevailing wage requirements or federal Davis- Bacon Act requirements. The public contract to be awarded does not involve asbestos abatement work, and vendors bidding on this public contract are not required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.720.

 

Prospective Bidders are encouraged to attend a pre-bid conference and Site visit that will begin at 9:00 a.m. local time on April 17, 2025, and last approximately one hour.  Representatives of Owner and Engineer will be present to discuss the Project. The Project site is located at 770 S. First Avenue, Hillsboro, OR  97123. The site is considered a construction zone and personal protective equipment (PPE), including but not limited to, hard hats, safety glasses, visibility vests, work shoes and pants, are required.

The successful Bidder will be required to furnish the Bond prescribed in Bidding Documents.

 

Owner reserves the right to cancel this solicitation or reject any or all Bid not in compliance with all prescribed public bidding procedures and requirements or when Owner finds that the Bidder is not responsible as that term is used in any applicable Owner’s Purchasing Rules and

ORS 279A.010(1)(r). Owner may reject for good cause any or all Bids upon a finding by Owner that it is in the public interest to do so.
