Description

Roseburg Urban Sanitary Authority (RUSA) is accepting electronic proposals to prepare a Roadmap (assessment) of the existing Water Reclamation Facility's supervisory control and data acquisition (SCADA) systems.  This project is intended as a complete assessment and to provide a 30% design for upgrades.



Special Instructions

A mandatory hybrid (in-person and virtual) Preproposal Conference meeting will be conducted February 10, 2026, at 2:00 PM, local time. 

Those wishing to show up in-person, the meeting will be located at 1297 N.E. Grandview Drive, Roseburg, OR  97470. 

Those wishing to attend virtually may do so by contacting the Project Advisor identified in Section 2.3 of the RFP by email at least one (1) business day before the start of the meeting to receive a virtual meeting invitation.  The virtual meeting will be conducted on Microsoft Teams.

Only Proposers who have representatives at the meeting (either in-person or virtually) will be allowed to propose.  RUSA will document all attendees and issue an Addendum with the list after the meeting.

Do not wait until the day and time of the meeting to set up access to Microsoft Teams.

An optional site visit of the Waste Water Treatment Plant will follow the same day, right after the Mandatory Pre-preproposal meeting.  This optional site visit will be in-person only.

Roseburg Urban Sanitary Authority (RUSA), was founded in 1983 to meet the sanitary sewer needs of the growing community of Roseburg and the surrounding area.  It is the mission of RUSA to provide the highest quality sewer service, protecting our customers and our environment while preparing for the future in a cost-effective manner.

We own and operate the wastewater conveyance and treatment system for the City of Roseburg and the outlying area included in the Urban Growth Boundary. This system covers approximately 10,000 acres, 160 miles of mainline sewer pipe, eight lift stations and a wastewater treatment facility with a design capacity of 7.9 million gallons per day (MGD).
