Description

Metro is requesting sealed bids for recycling services for unprocessed leftover latex paint, herein known as "Feedstock", and processed leftover latex paint, herein known as "Bulk Surplus," both of which are currently being stored by Metro. Metro receives leftover latex paint as part of the PaintCare program for the state of Oregon.There are two parts to the bid. Part 1 is to provide recycling services for Feedstock in its original containers ranging from one quart to one gallon. Each container must be opened and, whenever possible, recycled or reused as latex paint while maintaining a recycle/reuse rate of 70% or better. Part 2 is to provide recycling services (an end market) for Bulk Surplus in IBC's (Intermediate Bulk Containers). IBC's are 260 gallons in size and contain unfiltered paint; primarily in colors for which a retail market is difficult to establish, such as light browns, tans, greens, and grays. Bulk Surplus must be recycled or reused as latex paint or another product and shall not be disposed of via landfill or other disposal options. Details can be found in the attached solicitation.
