Description
The Redmond Urban Renewal Agency (RURA) is requesting proposals from qualified and experienced multi-disciplinary Design-Builders for the design and construction of a new outdoor year-round recreational rink and park facility (the Project), to be located at SW Deschutes Avenue and SW 7th Street (a .95 acre site). To enhance family-friendly recreational amenities in the downtown, the facility will accommodate 6,000-9,000 square feet of ice skating from November through March, other recreational uses April through October, a flexible community gathering/park area, walking paths, on-site parking, and on-site facilities servicing both the recreational rink and park space. Demolition of the existing site building, site utilities, and right of way infrastructure are also anticipated.
Special Instructions
This Project will be completed using a Progressive Design-Build (PDB) alternative procurement process and is exempt from competitive bidding under Oregon Revised Statutes 279C.335, as authorized by the Local Contract Review Board on December 9, 2025. This Request for Proposals (RFP) is issued in accordance with Oregon Revised Statutes Chapters 279A, 279B, and 279C and the Redmond Municipal Code section 2.400.

Pre-Proposal Conference Information
Mandatory Pre-submittal Meeting
A mandatory pre-submittal meeting will be held at City of Redmond, City Hall, Conference Room 208 (upstairs) 411 SW 9th Street, Redmond, Oregon on February 24, 2026, at 1:00 p.m. Immediately following the meeting, the City will conduct a site visit at 777 SW Deschutes Avenue, Redmond. Please bring your hard hats and vests. Proposals will only be accepted from Proposers signing in as an attendee at this meeting.
