NOTICE OF SPECIAL PROCUREMENT
City of Redmond – DOWNTOWN RINK PROJECT
Notice is hereby given that on December 9, 2025, the Redmond Local Contract Review Board will review findings supporting the use of an alternative contracting method for the Downtown Rink Project (Project). The City proposes utilizing the Progressive Design Build method in accordance with ORS 279C.355, which allows for exemption from the traditional low-bid public contracting process.
This Notice of Special Procurement is issued pursuant to ORS 279C.355(5). Any entity which believes that they are adversely affected or aggrieved by this Special Procurement or the procedures set forth in this Notice may submit a written protest within fourteen (14) calendar days after the publication of this Notice. The fourteen (14) calendar day protest period will end at 12:00 p.m. December 8, 2025.
Any protest must be in writing and specify any grounds upon which the protest is based. Please refer to OAR 137-047-0700 for protest requirements
