Juanita Pohl Community Center - ADA Automatic Doors Retrofit

Description

City of Tualatin is accepting bids for the JUANITA POHL COMMUNITY CENTER, ADA AUTOMATIC DOORS RETROFIT project until 2:00 pm (local time), December 3, 2025, (“Bid Closing”) through the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”). Bids must be submitted electronically through the Bid Portal; late bids or bids submitted by any other means will not be accepted. A list of bidders and preliminary bid totals will be posted to the Bid Portal promptly after the Bid Closing.

MANDATORY PRE-BID MEETING: The City will hold mandatory pre-bid meetings on November 12, 2025, at 1:00 p.m. and November 13, 2025, at 9:00 a.m. at the Juanita Pohl Community Center, 8513 SW Tualatin Rd., Tualatin, OR 97062. Bidders must attend one of these meetings to be eligible to submit a bid.

IDENTIFICATION OF PROJECT: Installation of ADA-compliant automatic door operators, including one low-energy swinging door for a single-occupant restroom and two motion-activated surfacemount sliding door systems at the main entrance of the Juanita Pohl Senior Center, with related permitting, electrical connections, and integration with existing building systems.

Contract Documents, including specifications, may be obtained and examined at the City’s Bid Portal at https://bidlocker.us/a/tualatinoregon by creating an account and joining the plan holders list.

CONTRACT TIME: The Contractor shall begin construction within 30 calendar days of receiving the Notice to Proceed. The Contractor shall achieve Substantial Completion within 90 calendar days of starting construction, and Final Completion within 120 calendar days after starting construction.

OTHER BID REQUIREMENTS: No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board.

Proposals must include a signed Proposal Form.

This project is for a public work, subject to the prevailing wage requirements of ORS 279C.800 to 279C.870 and the Federal Davis-Bacon Act. All workers on this project shall be paid prevailing wages the higher of the wage rates published by the State of Oregon BOLI and the Federal Davis-Bacon wage rate for each job classification. Every subcontract must contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870 and the Federal Davis-Bacon Act. Contractor and all subcontractors must file or cause to be filed the certified statements with the BOLI, as provided in ORS 279C.845.

The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120 

PROJECT FUNDING: The project is being funded in whole or in part with funding from the U.S. Department of Housing and Urban Development through the Washington County Office of Community Development CDBG program. Section 3 businesses are encouraged to submit a proposal.

RIGHT OF REJECTION: The City of Tualatin reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within forty-five (45) after the Bid Closing.

WRITTEN ADDENDA: The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have joined the plan holders list on the Bid Portal, as provided in the Contract Documents.
