Description

City of Tualatin is accepting bids for the SW 108th AVENUE RESERVOIR AND PUMP STATION project until 2:00 pm (local time), November 20, 2025, (“Bid Closing”) through the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”). Bids must be submitted electronically through the Bid Portal; late bids or bids submitted by any other means will not be accepted. There will be no public bid opening. A list of bidders and preliminary bid totals will be posted to the Bid Portal promptly after the Bid Closing.

MANDATORY PRE-BID MEETING: The City will hold mandatory pre-bid meetings on October 28, 2025, at 1:00 p.m. and October 29, 2025, at 1:00 p.m. at 22675 SW 108th Ave, Tualatin, OR 97062. Bidders must attend one of these meetings to be eligible to submit a bid.

The First-Tier Subcontractor Disclosure Form must be submitted through the Bid Portal no later than 4:00 pm (local time), November 20, 2025, two working hours after the Bid Closing. Instructions for providing the First-Tier Subcontractor Disclosure and the required disclosure form are included in the Contract Documents.

THE CITY WILL REJECT A BID IF THE BIDDER FAILS TO SUBMIT THE FIRST-TIER DISCLOSURE FORM WITH THIS INFORMATION BY THE STATED DEADLINE.

IDENTIFICATION OF PROJECT: Major items of work include construction of a 2.5 MG prestressed concrete water reservoir and a concrete masonry unit pump station with standby power; site utilities and grading; paving and access improvements; electrical, controls, and SCADA integration; and related demolition, restoration, and landscaping.

Contract Documents, including plans and specifications, may be obtained from the City’s Bid Portal  at https://bidlocker.us/a/tualatinoregon by creating an account and joining the plan holders list.

PREQUALIFICATION: Bidders must be prequalified with the Oregon Department of Transportation (ODOT) in the Earthwork category, and must also be prequalified with the City of Tualatin by submitting completed Statement of Qualification forms for the Reservoir Contractor, Reservoir Prestressor, and Reservoir Subgrade Contractor categories in accordance with the contract documents. All prequalification applications must be received by the City no later than October 31, 2025.

CONTRACT TIME: The Contractor shall begin construction within 30 calendar days of receiving the Notice to Proceed. The Contractor shall achieve Substantial Completion within 365 calendar days of starting construction, and Final Completion within 45 calendar days thereafter.

OTHER BID REQUIREMENTS: No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board, as applicable, as specified in OAR 137-049-0230.

Proposals must include a signed Proposal Form and a Bid Security in the form of either a proposal bond or certified check in an amount not less than ten percent (10%) of the total bid. Proposal bonds may be submitted as scanned PDFs or digitally issued and uploaded directly through the Bid Portal. If submitting a scanned proposal bond, the original physical bond must be delivered to the City within five (5) business days following the bid deadline. Certified checks must be delivered in person to the City prior to the bid deadline; late delivery of certified checks will result in bid rejection.

This is a contract for a public work, subject to ORS 279C.800 to 279C.870 and prevailing wage is required. Contractor must comply fully with the provisions of ORS 279C.800 through 279C.870. Contractor and subcontractors shall pay the Oregon Bureau of Labor and Industries (BOLI) wages to workers. Wage rates may be found at the following website:

Every subcontract must contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870. Contractor and all subcontractors must file or cause to be filed the certified statements with the BOLI, as provided in ORS 279C.845.The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120.

NEIGHBORHOOD OUTREACH MEETING: The awarded Contractor shall participate in a City-hosted “Meet Your Contractor” event prior to construction, as described in Section 00 01 80.15 of the General Provisions.

RIGHT OF REJECTION: The City of Tualatin reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within forty-five days (45) after the Bid Closing.

WRITTEN ADDENDA: The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have joined the plan holders list on the Bid Portal, as provided in the Contract Documents.
