Description

The City of Redmond is initiating a Request for Proposals for the purpose of retaining a consulting firm to act as the City’s investment advisor. The City intends to continue the relationship with the selected firm for a three (3) year term, with two (2) optional one-year renewals. The total contract term is not to exceed a maximum of five (5) years. The City of Redmond currently holds more than $265 million in investable funds with a historic average of approximately $180 million over the last two years. Detailed information can be found in Exhibit B, Scope of Work.

GPA welcomes the opportunity to bid on the City’s Investment management services. The request is very concise, and we only have one question: What is the current fee structure that the City is paying? Is it only on investments, excluding OSTF balances?

Question:

During our review of the City's historical balances, we noticed the City's June 30, 2025 Cash & Investments balance ($165M) was significantly lower than the current balance listed on the RFP document ($265M). Can you please confirm the City's current balance as of Sept. 30, 2025, as well as how much of the current balance is invested and how much is held in Liquidity (LGIP and bank account balances)?

Hello, Additionally, we have the below comments and questions as it relates to Exhibit D. If you'd like, we can also include these in our submission? • Section 1: What is the definition of Notice to Proceed? May be difficult to begin managing within one week of notice given set-up time • Section 6: Investment management is an agency relationship. Insight is acting as agent for the client, the principal, with respect to any transaction it enters into • Section 9 – Indemnification: Insight does not typically agree to indemnities and if we do they’re usually limited to beach of standard of care. The indemnity here is broad and requires Insight to defend and indemnify the City from and against all claims, suits, actions, losses, damages, liabilities costs and expenses of any nature resulting from or arising out of, or relating to the activities of Insight under the Agreement. • Section 13: Termination (i) mutual agreement to terminate, (ii) City has broad rights to terminate, (iii) the contract may be modified in the event the City doesn’t receive enough funding to pay and (iv) Insight can only terminate unilaterally if the City fails to pay and provides the City 30 days’ notice. • Section 16: No delegation without prior written consent. Insight delegates trade execution to affiliates and back office functions to The Northern Trust Co Contract requires any contracts with delegees to contain all requirements of this Contract. While Insight is fine assuming responsibility for their actions, we will not be modifying their contracts to include the terms of this Contract. Thanks, Sarah
