Description

Metro is undertaking an update of the region’s Future Vision, a conceptual statement that describes the long-term vision for the region. As a part of this effort, Metro wishes to understand whether and how the 2040 Growth Concept has had disparate impacts on different racial and ethnic groups. Metro anticipates that this will be a challenging question to answer because countless factors impact people’s ability to thrive. 

Contractor will: 

Use quantitative socio-economic data to understand the potential equity impacts of the 2040 Growth Concept.

Create case studies to supplement known gaps and biases in quantitative data.

Recruit, compensate, and organize an expert panel with approximately five individuals who, collectively, are knowledgeable about the Oregon land use system, the 2040 Growth Concept and its implementation, smart growth implementation in other regions of the country, and best practices for equitable approaches to land use and transportation planning.

A voluntary pre-proposal conference will be held via zoom on July 22, 2025 at 9:00 a.m. Interested proposers are encouraged to attend the conference in order to gain information about the RFP requirements.
