Description
This project generally consists of replacing approximately 3350 feet of cast iron pipe with ductile iron pipe and associated fittings, valves, meters, and connections along SE Oatfield Rd, and associated side streets.

Why is the anticipated contract start set for October and not sooner? |

Answer:
The time between bid closing and October is time spent presenting to the Oak Lodge Board, completing bid documents and completing the permitting process with Clackamas County. The October date is what is expected to be the start of construction. |

Is there a Geotechnical Report available for this project? |

The bid docs say to see Section 26 of the Public Improvement Contract for the required coverage and limits. I’m not seeing this in the documents uploaded to bid locker. Where can these limits be found? |

Your Schedule on Page 4 of 56 of the Contract Documents shows an Anticipated Contract Start Date of October 15, 2025; Anticipated Substantial Completion Date of January 30, 2026; Anticipated Final Completion of June 26, 2026; and anticipated number of days 254 calendar days. We believe the Substantial Completion Dated of January 30, 2026, to be in ERROR and should be June 26, 2026, to match the allowable number of Contract Calendar Days. Please provide clarification. |

Answer:
The large gap between substantial completion and final completion is because weather requirements for paving by Clackamas County. The dates are correct. |

Can you elaborate on 1.13 in the ITB documents? We want to make sure the preference/percentage is only granted in the event of a tie (ORS 279A.120 (2)(a)) and not a blanket percentage penalty to the bid as a penalty of being out of state as only the text of ORS 279A.120 (2)(b) is included in the ITB. "As required by ORS 279A.120, and solely for the purpose of determining the lowest responsive Bidder, the Owner shall add a percent increase to each out-of-state bid amount equal to the percent of preference given to local Bidder’s in the Bidder’s home state. " |

Answer:
Oak Lodge has included that language in our bid documents to reserve the right to add the percentage if we need to. I see that you are from Vancouver, so that close proximty would not warrant any percentage penalty. The tie would be the only situation in which we would apply the penalty. |

We received a question about the amount of time between start of work and substantial completion, and that there is concern that this it not enough time for the pipe work. Could this January 30th date be extended? |

Answer:
The reason for this tight time frame is to encourage the contractor to prioritize completing the pipe work as soon as possible and to limit the impact to the public during construction. Since there isn't any language about a secondary Oak Lodge cannot apply liquidated damages until the official end of contract date of June 26, 2026. |

Oak Lodge Water Services (OLWS) provides drinking water, wastewater, and watershed protection services to approximately 29,000 residents and businesses in Oak Grove, Jennings Lodge, and parts of Milwaukie and Gladstone.
Our system includes 208 miles of drinking water and wastewater pipes, 3,123 catch basins, and 773 fire hydrants. Additionally, we operate a wastewater treatment plant that processes over 1.5 billion gallons of wastewater each year.
