Description

The City of Bowie is seeking proposals from qualified consultants to conduct investment-grade ASHRAE Level 3 energy audits for two City-owned buildings subject to the new State of Maryland Building Energy Performance Standards (BEPS). These audits will provide decision-makers with a reliable, data-driven foundation to evaluate high-cost energy-saving projects and ensure compliance with BEPS regulations, including emissions reduction and energy use intensity (EUI) standards. The project is funded through the Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program and represents phase II of the City’s energy efficiency initiative. Phase I, completed in 2024, involved developing an updated Energy Efficiency and Conservation Strategy (EECS). This task aligns with Blueprint 2 of the EECBG guidance, as outlined below.

Bowie, Maryland, is a city of 54,727 residents, acccording to the 2010 Census, located in Prince George's County, and convenient to Washington, DC, Annapolis, and Baltimore.

The city consists of approximately 18-square miles. There are more than 1,100 acres set aside as parks or as preserved open space, including over 22 miles of paths and trails, and 75 ball fields.
