Description
Sealed Bids for construction of the Durham WRRF Primary Sludge Pump Station Rehabilitation Project No. 7167 (Project) will be accepted by Stephen Waldron, Procurement Specialist electronically via Equity Hub’s Bid Locker at https://bidlocker.us/details/4490_Itb__Durham_Wrrf_Primary_Sludge_Pump_Station_Rehabilitation_Project_No_7167 (Bid Locker) until 2:00:00 p.m., local time, on March 11, 2025. Any Bids received after the specified time will not be considered. It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. First-Tier Subcontractor Disclosure Forms must be electronically submitted to Bid Locker at or before 4:00:00 p.m. local time on the same day (Deadline). If Bidder fails to submit a disclosure form with the information required by the stated Deadline, the Bid will be deemed nonresponsive and will not be considered. Clean Water Services (Owner) will not accept Bids by facsimile or email.
Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on March 11, 2025. Bidders can attend the opening by calling the telephone conference number 503.681.4499.
Contractor shall complete the work as specified or indicated in Owner’s Contract Documents for the Project. The Project generally consists of the following:
Furnish all labor, materials, and equipment necessary to:
1. Demolish the existing sludge and scum pumps and associated process piping in the primary sludge pump station (PSPS) 3 and 4.
2. Install new progressive cavity sludge and scum pumps and associated process piping in PSPS 3 and 4. Primary clarifier 3 and 4 scum pits will include scum pit level sensors, local control stations, and scum pump automation.
3. Install a new progressive cavity sludge pump in PSPS 1 and 2.
4. Demolish the existing suction piping and isolation valves in PSPS 1 and 2.
5. Install new suction piping and isolation valves in PSPS 1 and 2.
6. Install variable frequency drives (VFD’s) on all existing and new primary sludge pumps.
7. Install an above-grade electrical room with heating, ventilation, and air conditioning system to support both PSPS 1 and 2 and PSPS 3 and 4 and all primary clarifier drive mechanisms.
8. Install a new hot water heat exchanger, insulated piping and hot water hose bibb stations to service both PSPS 1 and 2 and PSPS 3 and 4.
9. Replace aeration basins 1 and 2 drainage valves.
10. Install plant fiber connection in existing conduits from the PSPS 3 and 4 to the Headworks building.
11. Install an Owner-furnished sump pump panel.
12. Demolish the existing power and control circuits from Liquids Control to PSPS 1 and 2.
13. Install new power and control raceway and circuits from the Primary Sludge Electrical Building to PSPS 1 and 2.
14. Install go/no go lights and alarm in PSPS 3 and 4.
15. Install electrical and instrumentation associated with these improvements.
The Work Site is located at Durham Water Resource Recovery Facility, 16580 SW 85th Avenue, Tigard, Oregon 97224 (Site). The Work is a public works project subject to ORS 279C.800 to 279C.870. The estimated construction cost of the Work is $5,000,000.
The Bidding Documents are entitled “Durham WRRF Primary Sludge Pump Station Rehabilitation Project No. 7167.” All Bidding Documents and Bid Results can be downloaded from Bid Locker at https://bidlocker.us/details/4490_Itb__Durham_Wrrf_Primary_Sludge_Pump_Station_Rehabilitation_Project_No_7167. It is the Bidder’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, response to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not Owner’s responsibility to notify participating Bidders by email or by any other means of any of the above. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. Bidders must deliver the original of the Bid security to Stephen Waldron at Durham Treatment Plant Services (TPS) Building, 16060 SW 85th Ave, Tigard, Oregon 97224 within five business days after the Deadline.
The Successful Bidder will be required to furnish the additional bond(s) and insurance prescribed in the Bidding Documents. Prior to submission of its Bid, Bidder shall be registered with the Oregon Construction Contractors Board.
The Work does not involve asbestos, so the requirements of ORS 468A.700 through 468A.760 shall not apply. Bidders must be qualified in accordance with the applicable parts of ORS 279C in order to submit a Bid for public work in Oregon.

Owner reserves its right to reject all Bids or any Bid not conforming to the intent and purpose of the Bidding Documents.
