Description
Portland State University ("PSU") utilizes an access control and security system that has been built in conformance with the specifications of the Lenel OnGuard physical security system. PSU is accepting Proposals from firms (“Proposers”) for service, hardware and software support, expansion, revisions, and initial upgrades to this Lenel Systems International, Inc. ("Lenel") access control system, which is installed throughout campus. The primary initial project is to replace Lenel with Avigilon throughout campus, after which service and support will be needed for the new Avigilon physical security system. Competition will be restricted to authorized Lenel and Avigilon Value Added Resellers (VARs) who meet the requirements of this RFP.

Pre-Proposal Conference Information
A mandatory virtual conference pre-proposal meeting will be conducted via Zoom on August 29, 2024, at 11:00 am, local time. Vendors must pre-register on or before August 28, 2024, at 5:00 pm, local time to receive an invitation to this meeting.

A mandatory site-walk meeting will be conducted at a place and time to be determined on September 4, 2024, at 8:00 am, local time. Vendors must pre-register on or before September 3, 2024, at 5:00 pm, local time to receive an invitation with the information regarding place and time to this meeting.
To pre-register for both these meetings, send an email to proposals@pdx.edu listing the name of the attendee(s) along with their email address(es). Meeting invitations will then be sent to the provided email address(es). Only Proposers who have representatives at both the virtual and site-walk meeting will be allowed to propose. Contracts Officer will document all attendees.
Prime bidders who arrive in the meetings more than five minutes after the start time of the meeting (as stated in the solicitation and by the PSU representative’s watch) or after the discussion portion of the meeting (whichever comes first) may not be permitted to submit a bid on the project.
