RFP #1724 SMSU CM/GC Services (Notice)

Description

Portland State University (sometimes referred to as “PSU” or “Owner” throughout this RFP) is proposing to address deferred maintenance upgrades at the Smith Memorial Student Union and complete certain additional associated activities as set forth in this RFP (the “Project”).  “CM/GC” means the company finally hired to perform construction services for the Project. “Design Team” means the firm, including its sub-consultants, finally hired to perform the architectural and engineering services for the Project.  “Project Team” consists of PSU, Design Team, and the CM/GC.  “Interview Team” means representatives of a short-listed firm who participate in the interview and who would be directly involved in performing the services.

The SMSU Infrastructure Study completed in 2020 identified $32 million in deferred maintenance. PSU received a $9.6M bond from the State of Oregon to address the most critical system maintenance needs identified in that study, including modernizing the elevators, repairing or replacing the roof, and replacing the HVAC fans and controls systems that serve the east side of the building. 

 Mechanical systems and elevator modernization scopes of work described below in the scope of work section will be completed as a part of this RFP. The budget for this work is approximately $6,000,000 of construction hard costs. Reference section 1.7 below for schedule milestones.

A future project will consist of a partial or full roof replacement and that work will be performed as a separate project.

Pre-Notice Conference

●    A mandatory video conference pre-proposal meeting will be conducted via Zoom on June 28, 2024, at 10:00 AM, local time. Proposers must pre-register on or before June 27, 2024 at 5:00 pm, local time in order to receive an invitation to this meeting. To pre-register, send an email to proposals@pdx.edu listing the RFP number, name of the attendee(s) along with their email address(es). A meeting invitation will then be sent to the provided email address(es). Only Proposers who have representatives at the meeting shall be allowed to propose.  Contracts Officer will document all attendees and issue an Addendum with the list after the meeting.

Prime Proposers or representatives who join the meeting more than 10 minutes after start of time of the video conference meeting (as stated in this solicitation and by PSU representative’s watch) or after the discussion portion of the meeting (whichever comes first) will not be permitted to submit a proposal on the Project.

●        Mandatory in-person site walk will be conducted July 1, 2024, at 11:00 AM, local time. Meeting location will be in the main lobby of the Smith Memorial Student Union (SMSU) 1825 SW Broadway, Portland, OR 97201. Only Proposers who have representatives at the meeting shall be allowed to propose.
