Description
Clean Water Services (District) has determined it needs a new 480V Motor Control Center (MCC) and Switchgear to replace the existing switchgear at the Hillsboro Water Resource Recovery Facility, located at 770 S First Ave, Hillsboro, Oregon 97132 (Hillsboro WRRF). The new switchgear shall consist of a Main-Tie-Switch-Main lineup, three feeder MCC sections, and two spare MCC sections, including power monitors and surge protection.
This Invitation for Bids (ITB) is to request bids for the purchase of the following equipment and services:
Supply and deliver a new 480V MCC and Switchgear. The overall dimensions of the new MCC/Switchgear shall fit within the existing limited space as specified in the specifications included in this ITB (collectively, Goods). The selected contractor will also perform related commissioning and startup services consisting of commissioning and startup for the motor control centers and switchgear, field inspections, certifying proper installation, and training of District personnel (collectively, Special Services). A single manufacturer shall be responsible for supplying the described equipment with all accessories and appurtenances, including but not necessarily limited to, parameter setting software. District will enter into a separate contract with a contractor to install the Goods (Installing Contractor).
Interested Bidders must electronically submit bids to Michelle Mann, Procurement Specialist, via Equity Hub’s Bid Locker at https://bidlocker.us/details/4198 (Bid Locker) which will be accepted until 2:00:00 p.m. (local time), on August 7, 2024. Before Bidders can submit their Bids, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus. There is no cost to register. Late bids will not be accepted or considered. It is each Bidder’s responsibility, when submitting its Bid electronically via Bid Locker, to ensure timely delivery by submitting its Bid sufficiently in advance of the deadline. No paper, telephonic, email or facsimile bid submissions will be accepted.
Bids will be publicly opened and read aloud by telephone conference at 2:00 p.m. local time on August 7, 2024. Bidders can attend the opening by calling the telephone conference number 503.681-4499.
Goods must be delivered to the Hillsboro WRRF no later than October 31, 2025. The successful bidder will be responsible for coordinating with the Installing Contractor during installation, start-up, commissioning and training to ensure substantial completion of the Services by October 15, 2025 and final completion by January 31, 2026. It is the Bidder’s responsibility to refer daily to Bid Locker’s website to check for any available amendments or addenda, responses to inquiries or questions, cancellations, or notices of intent to award, and any and all information regarding this opportunity. It is not District’s responsibility to notify participating Bidders by email or by any

All bids must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. This Contract is not subject to Oregon prevailing wage requirements or federal Davis- Bacon Act requirements. The public contract to be awarded does not involve asbestos abatement work, and vendors bidding on this public contract are not required to be licensed with the Department of Environmental Quality pursuant to ORS 468A.720.
A non-mandatory preproposal conference will be held on July 31, 2024 at 3:00 p.m. at 770 S. First Avenue, Hillsboro, OR 97123.
