Description
The City of Beaverton is accepting will only accept electronic bids for the project, Construction of ADA Curb Ramp Retrofit Upgrade Project, Project No. 4000-23 It is the City’s intent to enter into a one-year contract, with the option to renew for an additional one-year term; the total term will not exceed two years. Year one project consists of removal of 2,375 feet of curb, removal of 1,191.3 square yards of walk and driveways, 505 square yards of 4” asphalt pavement repairs approximately requiring 96 tons of asphalt, placing 2,375 feet of curb and gutter, placing 10,026 square feet of monolithic curb and sidewalk and approximately 110 tons of aggregate. The project cost is approximately between $900,000.00 and $1,000,000.00. Year two project consists of 1777 feet of curb, removal of 1,285 square yards of walk and driveways, 439 square yards of 4” asphalt pavement repairs approximately requiring 84 tons of asphalt, placing 1,383 feet of curb and gutter, placing 13,412 square feet of monolithic curb and sidewalk and approximately 132 tons of aggregate. The project cost is approximately between $900,000.00 and $1,000,000.00. Both projects are on-site design-build with no plans for ADA curb ramps design.

Answer:
This has been corrected on the main bid document to state that: FY 24/25 ADA Curb Ramp Retrofit 1. Notice to Proceed will be issued on July 1, 2024 2. Substantial Completion date is June 30, 2025

In the GFE Program: Divisions of Work section it states that "Divisions of work 91430 Concrete Work must be Self-Performed in full by the bidder (Prime Contractor)" Yet it is checked in the NIGP Codes/Work Description section for 91430 Concrete Work. These are contradicting statements in that it must be self-performed in full by the bidder but you must also perform outreach for this scope of work. This would give a false bidding opportunity for our COBID firms. Please advise on how the City plans to revise or enforce this contradiction. |

Answer:
On page 13 of the contract “Good Faith Effort Program” under Per-bid Requirements in states
“Contact Requirements. The City has identified Divisions of Work (“DOW”) or areas where the City has determined that subcontracting opportunities may exist for each of its projects valued over $100,000. If the City has identified DOW, Bidders must make a GFE to contract with a COBID-certified subcontractors for each DOW identified in the solicitation document except for Division of Work “Concrete Work”. NIGP 91430, Concrete Work, must be self-performed in full by the bidder (Prime Contractor).
a. A bidder may not use a subcontractor to perform any DOW unless the bidder has made a GFE as required by these requirements.
b. A bidder is not required to contact COBID-certified subcontractors for any DOW that will be performed by the bidder. If the bidder indicates that it will Self-Perform work for a particular DOW, except for NIGP 91430 which must be self-performed in full, it may still add a subcontractor in that DOW as long as bidder submits the required documentation as provided in the Subcontractor changes section.”
On page 18 GFE Programs: Divisions of Work. The Divisions of Work have been selected for this project and states, “Bidders may search for COBID-certified subcontractors”. Except for Divisions of work 91430 Concrete Work must be Self-Performed.
There doesn't appear to be any contradicting statements. |
