Description

The City of Beaverton is seeking sealed proposals from qualified consultants to provide photo enforcement systems and related services.  Consultants are invited to submit a proposal outlining their experience and qualifications in performing work directly related to the services required.

Reference: Section 3.12 Public Records - "If the trade secret or confidential information is only on a portion of a page, Proposers must so identify the trade secret or confidential information at the top of each page in bold and list the section title that is to be marked a trade secret or confidential information." Question: Is it acceptable to use a highlight color to identify Trade Secret or Confidential Information?

Answer:

The page should still be identified at the top as containing confidential information, but a highlight of the specific information in the page in addition to this is acceptable. 
Reference: Section 5.2 Selection Process - "1. Review for inclusion of all elements specified in Proposal Content and Format in Section 4.1. Any proposals that do not include all required elements may be rejected. " Question: Please confirm that requirements 4.1.5 Page Limit, 4.1.6 Commitment to Sustainability, 4.1.7 Proposal Submittal Addresses, and 4.1.8 Submission Deadline are not required in the proposal response.

Answer:

This is correct; they are not elements that are required to be addressed in the proposal, just elements that will affect the validity of the proposal.  
Reference: 5.1 Evaluation Criteria - "Evaluation Factor: 2. Project Approach & Understanding Approach and processes for each subcategory in Section 2. " Question: Please confirm SOW sections 2.9 Pre-Qualification of Proposers, 2.10 Pre-Proposal Conference, and 2.11 Single Point of Contact are not required in the response.
