Description

The City of Beaverton is seeking electronic proposals from qualified Consultants to provide licensed architectural and related services for a homeless shelter.  Consultants are invited to submit a proposal outlining their experience and qualifications in performing work directly related to the services required.

 Electronic proposals will be received until 2 p.m. on Thursday, October 13, 2022.

When do you plan on posting the conditions assessment, concept design, and preliminary construction budget that was referenced in the pre-proposal meeting?

Answer:

The Shelter Due Diligence Study (building condition assessment) has been posted.  A concept design was developed for purposes of assessing code requirements prior to site acquisition and is included in the Shelter Due Diligence Study.  Note: the concept design was developed for purposes of assessing the building prior to acquisition and is not considered a starting point for the design process to be undertaken by the selected AE team.  Staff has estimated a rough order of magnitude hard and soft cost budget of @$7-8 million.

Is it intended that the new congregate shelter will be coordinating with closure of the existing severe weather shelter at the Beaverton Community Center, once it is developed into senior housing?

The existing severe weather shelter runs from November to May.  The city plans to continue to run that shelter at the BCC until the permanent shelter is available for occupancy.

Does the owner have any available as-builts/record drawings from the previous building development, confirming existing conditions of utilities that can be shared with proposers?

Are there any anticipated public right-of-way/frontage street, utility or ADA improvements required along the north side or the east side of the property?

Answer:

The city held a pre preliminary application meeting about the site prior to acquisition.  The notes from that meeting are included in the Shelter Due Diligence Study (building condition assessment).  No anticipated public rights of way improvements were mentioned in that meeting.  However, this meeting was not a formal pre application meeting and should not be considered a thorough documentation of all anticipated requirements.

Will public ROW improvements be governed by the city, the County or ODOT?

The segment of SW Beaverton Hillsdale Highway is under the jurisdictional authority of the City and OR217  ramps are under the authority of ODOT. 

Will this site be located within a Climate Friendly Area beginning in 2023?

Section 3.2.3 states "Note: Do not include any information about price, pricing policies or other pricing information, including the number of hours proposed for the service required, expenses, hourly rates, and overhead." However, Form 1 asks for "Dollar Value of Subcontract." This column is X-ed out on page 2, but blank/fillable on page 1. Would you please clarify if proposers are required to fill in this column of Form 1?

Form 1 has been updated in the Bid Doucments to block off all references to price. Please download the new Form 1 if you have the previous verison. 

1) Can you verify the kitchen is not intended to be a commercial kitchen? 2) Can you clarify if the selection is price competitive? (Are the price proposals scored at the shortlist phase / how will this information be used in the selection process?) 3) Section 3.2.1.ii in Project Team Qualifications says "List the name and registration number of at least one Oregon Registered Civil Engineer intending to perform engineering services under the contract." Is this intended to be Architect? 4) Can you clarify the expectations for FF&E or change it to an additional service that can be scoped after the project if further in design? Specifically since FF&E is only mentioned in SD & DD phases but section A.6.01 INSPECTION COORDINATION Services states “Consultant shall oversee, and coordinate with Owner and Owner’s furniture vendor(s), the review of any system furniture installation by the Owner’s furniture vendor to verify that Owner’s needs are met.”

Answer:

1A: While that has not been definitely determined, the City does not think a commercial kitchen is necessary.

2A:  Price proposals will only be requested of firms shortlisted for interviews.  Pricing proposals will not be scored but will help expedite the contract negotiation phase .

3A: Whomever is performing engineering services should have a PE and be listed.

4A: As further clarification, Consultant’s Basic Services shall include:

- Preliminary layouts of furniture, fixtures & equipment based on Owner’s scope and objectives.

- Final design and specifications for site furnishings.

 

Additional services will be scoped as needed either during contract negotiations or after the contract is awarded. Proposers also have the option to propose Additional Services for FF&E (or other scope) per Section 3.2.6 of the RFP.

 

The Question and Answer Period is currently closed.
