Description
Portland State University (sometimes referred to as "PSU" or the "Owner" throughout this RFP) is proposing to construction a new building for the School of Art + Design ("Art + Design"), and potentially other occupants, on the block located south of Shattunk Hall (see attached map), hereinafter referred to as "Gateway Center", and complete certain additional associated activities as set forth in this RFP (the "Project"). For purposes of this RFP, the "Design Team" means the firm, including its sub-consultants, finally hired to perform the services." "Project Team" consists of PSU, the Design Team, and the CM/GC. The "Interview Team" means representatives of a short-listed firm who participate in the interview and who would be directly involved in performing the services.
Gateway Center is envisioned to consist of approximately 100,000 gross square feet of new construction. The Project will be designed and constructed in stages as described below. The new building will be a modern home for the School of Art + Design that includes classrooms, offices, studios, rooms for art practice (sculpture, printmaking, fibers & weaving, photo/video, critique space), space for graphic design (studios, digital teaching lab, production lab, critique room, classrooms), and room for Art History (lecture rooms and seminar room). The building will ultimately include room for all Art + Design faculty and staff.
The building will support the success of all Art + Design students. All spaces will be designed and constructed with an understanding that space is not neutral and the experience of all students and employees must be considered throughout the design and construction of the Project. The Project will use the student and faculty outreach process that was successfully employed in the Vernier Science Center renovation (formerly Science Building 1). The Project will be guided by a critical race lens during all programming, design and construction. The Action Guide from that project is attaced to this RFP as a reference.
Special Instructions
OPTIONAL SITE VISITS
- Up to two optional site visits may be scheduled for a date to be determined. If on-site visits are conducted.
- Vendor must send an email to proposals@pdx.edu to schedule.
- Vendors may have no more than two (2) individuals attend.
- All attendees must wear approved face coverings at all times during the site visitation. Attendees without proper face coverings will not be allowed to attend.

Your submission must be uploaded prior to the Proposals Due Date and Time of March 9, 2022 at 3:00 PM. We strongly recommend that you give yourself sufficient time and at least ONE (1) day before the Proposals Due Date and Time to begin the uploading process and to finalize your submission. NO LATE PROPOSALS WILL BE ACCEPTED.
PSU accepts no responsiblity for non-receipt and/or delays in receipt caused by transmission and reception problems, equipment failure, or any other similar cause.

Pre-Notice Conference
A manatory video conference pre-bid meeting will be conducted via Zoom on February 18, 2022 at 9:00 am, local time. Vendors must pre-register on or before February 17, 2022, at 5:00 pm, local time to receive an invitation to this meeting. To pre-register, send an email to proposals@pdx.edu listing the name of the attendee(s) along with their email address(es). A meeting invitation will then be sent to the provided email address(es). Only Proposers who have representatives at the meeting will be allowed to propose. Contracts Officer will document all attendees and issue and Addendum with the list after the meeting.
Note: Do not wait until the day and time of the meeting to set up access to Zoom.
Prime bidders who arrive in the meeting more than five minutes after the start time of the meeting (as stated in the solicitation and by the PSU representative's watch) or after the discussion portion of the meeting (whichever comes first) may not be permitted to submit a bid on the project.
