Description
Proposals are requested from qualified Construction Managers/General Contractors for the provision of construction services for Peaceful Villa Redevelopment (“the Project”). Home Forward will be developing approximately 180 - 200 units of affordable housing located on 4-acres located at 4626 SE Clinton Portland, OR 97206.
Home Forward’s Procurement Department will accept proposals until 11:00 AM on February 17, 2022. Proposals will be submitted through the BidLocker (https://bidlocker.us/a/homeforward/BidLocker).
Home Forward’s public housing property known as Peaceful Villa currently has 70 units of primarily one-bedroom apartments. The 4-acre site on SE Clinton and SE 47th Ave covers two tax lots. Using a combination of 4% LIHTC, OHCS LIFT and potentially HUD Redevelopment funds Home Forward seeks to develop a combination of approximately 180 - 200 units consisting of: studio, one, two-bedroom and three-bedroom units, plus community and property management space. Funded sources are subject to change. Home Forward will be the developer and owner of the property.
Home Forward intends to select the construction firm that best demonstrates strong communication and partnering skills, cost-effective building principles, and has the ability to work well as part of a project team that can meet cost-setting goals. The CM/GC needs to have the capacity to engage in this project, excellent estimating skills, demonstrated experience assembling diverse and highly qualified teams of subcontractors, demonstrated ability to work well as part of larger project team that can achieve multiple stakeholders’ requirements, and a commitment to Home Forward’s equity goals.
A virtual pre-proposal conference will be held via Microsoft Teams on January 27, 2022 at 10:00 AM. Attendance is optional and strongly encouraged.
This project has a goal of 30% participation by COBID-certified firms. Interested firms are encouraged to attend the pre-proposal conference and submit proposals. The project is also subject to Home Forward’s workforce equity program as described in the solicitation documents.
