Description

Through this Request for Proposals, Prosper Portland, the duly authorized urban renewal and economic development agency for the City of Portland, Oregon requests competitive proposals from qualified and experienced contractors to perform civil/flatwork at the United States Postal Services (“USPS”) site located at 715 NW Hoyt Street, Portland, Oregon including (a) coordination with DEQ for compliance with the DEQ Consent Judgment on the Property,  the design team to obtain both Bureau of Development Services (“BDS”) and Portland Bureau of Transportation (“PBOT”) permits, and the Owner team on strategies to limit disruption to USPS delivery trucks during soil remediation and demolition, (b) demolition of the Electrical Transformer Building, (c) soil remediation, and (d) construction of new driveway access for Post Office delivery trucks and cars utilizing the structured parking garage and surface parking lot. 

This RFP is an alternative public improvement selection process consisting of a Best Value competitive selection process resulting in a preconstruction services contract with the successful Proposer.

Pre-Proposal Conference

All Proposers must attend this meeting to be deemed responsive to this RFP.

A pre-proposal meeting and jobsite tour for this RFP will be held on the day and time listed in Section 1.3 of this RFP. Attendees should gather at the lobby of the former retail facility (not the current/operating space) at the USPS site located at 715 NW Hoyt Street, Portland, OR 97208. This RFP, the Project, and Prosper Portland’s procurement process will be explained at the pre-proposal meeting. Proposers are encouraged to bring a copy of this RFP to the meeting as copies will not be provided. A Job Site Tour will follow the Pre-Proposal Meeting. This will be the only opportunity for proposers to tour the Project site.
