Tualatin Valley Water District (District) invites qualified professional firms to submit a statement of qualifications (SOQ) to provide On-Call Professional Services to the District. All SOQs must be submitted to Heather Speight, Procurement and Contracts Administrator by 2:00 p.m. Pacific Time, March 25 April 8, 2026 (Deadline) to https://bidlocker.us/details/5649_On_Call_Professional_Services_2026 (Bid Locker). District requires on-call professional services for planning, design, permitting, construction support, emergency resources, and staff augmentation needs related to its potable water system and associated infrastructure. Proposers may submit an SOQ for one or more categories of service.
The Request for Statements of Qualifications (RSOQ) documents are available at Bid Locker. Potential proposers who do not already have an approved vendor profile set up with the District will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus before being able to access the RSOQ documents. There is no cost to register.
Registration with Bid Locker requires a correctly completed Confidentiality Agreement, which is available through the registration process. Following completion of the requested vendor information and upload of the Confidentiality Agreement, the vendor profile will be sent for manual approval. Please allow one business day for your vendor profile to be approved. If it has not been approved within one business day, or if there are questions about this process, please contact bidsandproposals@tvwd.org.
RSOQ documents may also be obtained in electronic or hard copy format by contacting Megan Verdoorn at Plan Center Northwest, PO Box 2486, Clackamas, OR 97015, 503.650.0148, megan@plancenternw.com, www.plancenternw.com. If a potential proposer obtains the RSOQ from Plan Center Northwest, the proposer is still responsible for registering with Bid Locker to submit their SOQ. Proposers are advised to ensure that their Bid Locker District vendor profile is active and approved a minimum of three business days prior to the SOQ Deadline to prevent any issues with submitting and SOQ on time.
Proposers will be notified via email when addenda are published. It is the responsibility of the proposer to obtain all addenda. If the RSOQ was downloaded from Bid Locker, there will be a link for addenda provided in the automated email.
The District strongly encourages potential proposers to attend the optional pre-SOQ conference scheduled for March 4, 2026, at 2:00 p.m. Proposers may attend in person at the District Headquarters (1850 SW 170th Avenue, Beaverton, OR 97003) or virtually via Microsoft Teams. Proposers who wish to attend virtually must email Heather Speight at bidsandproposals@tvwd.org by 3:00 p.m. on Tuesday, March 3, 2026 to receive a calendar invitation. Include all attendees names, email addresses, and what company they are representing. District staff will provide general information regarding the District’s on-call approach, the SOQ submission process, how categories of services will be evaluated, and will allow time for a question-and-answer session.
Late SOQs, SOQs received by email, fax, or in hard copy will not be accepted or considered. SOQs will not be publicly opened. The District intends to award multiple Umbrella Contracts, as indicated by each category of service, but reserves the right to award more or fewer. Successful proposers may be awarded a contract in more than one category of service. Award of an Umbrella Contract is not a guarantee of work.
Contractor licensing under ORS 468A.720 for asbestos abatement is not a requirement for this work.
District reserves the right to cancel this RSOQ, reject any and all SOQs not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon District’s finding that it is in District’s or the public’s best interest to do so. District reserves the right to waive informalities and to negotiate contracts with the highest-scoring proposers.
Proposers are responsible for all costs associated with preparing an SOQ.

About Tualatin Valley Water District
Contracting with TVWD
TVWD is a special district, established to provide drinking water, and is governed by an elected Board of Commissioners. Because some of the information in our solicitations is confidential and protected under US law, all vendors are required to complete a Confidentiality Agreement prior to their TVWD Bid Locker profile being approved. This approval is a manual process. Please allow one business day for approval and follow any emailed instructions received.
