Description

Tualatin Valley Water District (District) invites qualified contractors to submit proposals to provide professional landscape maintenance services that demonstrate best practices for water efficient landscaping in the District’s Water Efficient Demonstration Garden (Garden).  District intends to select one contractor to provide these services for a three-year period with two one-year extension options.  Interested contractors must submit proposals.

Proposers must be licensed by the Oregon Construction Contractors Board.  This work is not subject to prevailing wage rates.

The Request for Proposal (RFP) documents, including the specifications, are available at https://bidlocker.us/details/3068_Water_Efficient_Demonstration_Garden_Maintenance (Bid Locker). Before bidders can download the bid documents or submit a bid, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus.  There is no charge to register. 

All bids must be submitted by Tuesday, September 20, 2022 at 2:00 p.m. (Bid Deadline) to Bid Locker.  Late proposals, hard copy submissions, and submissions via fax or email will not be accepted.  Contractors are responsible for obtaining any Addenda by using the link provided in the automatic email.  Proposals will not be accepted after the specified date and time.  Proposals will not be opened publicly or read aloud.

Proposals must be submitted electronically by the Deadline. Any proposals received by email, fax, in hard copy, or after the Deadline will not be considered. Proposals missing any portion by the Deadline may be considered nonresponsive. Proposals will not be publicly opened.

An optional pre-proposal conference and tour will be held at District’s Operations Center located at 1850 SW 170th Avenue, Beaverton, Oregon 97003 on Wednesday, August 31, 2022, at 10:30 a.m. Interested parties are strongly encouraged to attend.

Proposers will be notified via email when addenda are published. It is the responsibility of the proposer to obtain all addenda. District reserves the right to cancel this RFP, reject any and all proposals not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon District’s finding that it is in the District’s or the public’s best interest to do so. District reserves the right to waive informalities and to negotiate a contract with the highest scoring proposer. Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

Proposers will be responsible for all costs associated with preparing a proposal.

Contracting with TVWD

TVWD is a special district, established to provide drinking water, and is governed by an elected Board of Commissioners.  Because some of the information in our solicitations is confidential and protected under US law, all vendors are required to complete a Confidentiality Agreement prior to their TVWD Bid Locker profile being approved.
