WILLAMETTE INTAKE FACILITIES COMMISSION

REQUEST FOR PROPOSALS FOR CONSULTING SERVICES FOR

Watershed protection, monitoring, and outreach plan

 Tualatin Valley Water District (TVWD) and the cities of Hillsboro, Wilsonville, Sherwood, Beaverton, and Tigard, collectively known as the Willamette Intake Facilities (WIF) Commission, are seeking proposals from firms with qualified project staff to provide assistance with the development of the WIF Commission’s Watershed Protection, Monitoring, and Outreach Plan for the mid-Willamette River and Willamette Basin (Project). This Project is under the management of TVWD (Managing Agency) for WIF Commission activities and operations.

Proposals for consulting services to assist with the Project for the Managing Agency on behalf of the WIF Commission will be electronically accepted by Heather Speight, Procurement and Contract Administrator, via Equity Hub’s Bid Locker at https://bidlocker.us/details/2292_Watershed_Protection_Rfp (Bid Locker) until 2:00 p.m. local time, on October 21, 2021 (Deadline). Before Proposers can submit their proposal, they will need to sign up with Bid Locker at https://bidlocker.us/Home/bidlockerus.  There is no cost to register. Any proposals received after the specified time will not be considered.

The WIF Commission is undertaking this Project in support of its Mission, Vision, Values, and Goals strategic plan, adopted by the WIF Commission Board in July of 2021. This Project generally includes the following major elements:

·        Identification of Watershed History, Characteristics, and Stakeholders

• Data and Risk Analysis
• Local and Regional Stakeholder Outreach
• Outreach, Partnership, and Branding Opportunities
• Financial Opportunities
• Monitoring Technology and Case Studies
• Development of Watershed Protection, Monitoring, and Outreach Plan

The proposed schedule for selecting and contracting with a Consultant is provided below.  These dates are approximate and the Managing Agency reserves the right to change them.

Issue Request for Proposal (RFP): October 1, 2021

Deadline for Questions: October 15, 2021

Proposal Submission Due Date: October 21, 2021, 2:00 p.m.

Interview Notification of Shortlist: November 3, 2021

Interviews: November 16, 2021

Consultant Selection: November 17, 2021

Proposals are due to Bid Locker by the Deadline and will not be publicly opened.  Any proposals received via email, fax, in hard copy, or after this date and time will not be accepted.

The Managing Agency reserves the right to cancel this RFP, reject any and all proposals not in compliance with all prescribed public contracting procedures and requirements, including Proposer responsibility under ORS 279C.375 (3) (b), and may reject for good cause any and all proposals upon the Managing Agency’s finding that it is in the WIF Commission’s or the public’s best interest to do so. The Managing Agency reserves the right to waive informalities and to negotiate a contract with the highest scored proposer.

Proposers will be responsible for the cost of obtaining the Solicitation documents, including any shipping charges. Proposers will also be responsible for signing a confidentiality agreement prior to obtaining the documents. Return of the documents is not required, and the amount paid for the documents is nonrefundable.
