Description

City of Tualatin is accepting bids for the JUANITA POHL COMMUNITY CENTER UPGRADES project until 2:00 pm (local time), February 19, 2026, (“Bid Closing”) through the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”). Bids must be submitted electronically through the Bid Portal; late bids or bids submitted by any other means will not be accepted. The City will host a virtual public bid opening at 2:15 pm (local time), February 19, 2026, please see the Bid Portal for access instructions. A list of bidders and preliminary bid totals will be posted to the Bid Portal promptly after the virtual bid opening.

OPTIONAL PRE-BID MEETING: The City will hold an optional pre-bid meeting on January 30, 2026, at 9:00 am (local time) at the Juanita Pohl Community Center, 8513 SW Tualatin Rd., Tualatin, OR 97062.

The First-Tier Subcontractor Disclosure Form must be submitted through the Bid Portal no later than 4:00 pm (local time), February 19, 2026, two working hours after the Bid Closing. Instructions for providing the First-Tier Subcontractor Disclosure and the required disclosure form are included in the Contract Documents.

THE CITY WILL REJECT A BID IF THE BIDDER FAILS TO SUBMIT THE FIRST-TIER DISCLOSURE FORM WITH THIS INFORMATION BY THE STATED DEADLINE.

IDENTIFICATION OF PROJECT: Major items of work consist of interior LED lighting upgrades, cabinet replacements, door installation and equipment closet construction, replacement of doors, locks, and associated hardware, interior painting, carpet replacement, installation of an AV system, and installation of window blinds. The project will be bid as a single contract with multiple add alternates, whose sequencing are fully described in the general specifications.

Contract Documents, including specifications, may be obtained and examined at the City’s Bid Portal at https://bidlocker.us/a/tualatinoregon by creating an account and joining the plan holders list.

CONTRACT TIME: The Contractor shall begin construction within 30 calendar days of receiving the Notice to Proceed. The Contractor shall achieve Substantial Completion by June 15, 2026, and Final Completion by June 30, 2026.

OTHER BID REQUIREMENTS: No proposal for a construction contract shall be received or considered by the City unless the firm is registered with the Construction Contractors Board.

Proposals must include a signed Proposal Form and a Bid Security in the form of either a proposal bond or certified check in an amount not less than ten percent (10%) of the total bid. Proposal bonds may be submitted as scanned PDFs or digitally issued and uploaded directly through the Bid Portal. If submitting a scanned proposal bond, the original physical bond must be delivered to the City within five (5) business days following the bid deadline. Certified checks must be delivered in person to the City prior to the bid deadline; late delivery of certified checks will result in bid rejection.

This project is for a public work, subject to the prevailing wage requirements of ORS 279C.800 to 279C.870 and the Federal Davis-Bacon Act. All workers on this project shall be paid prevailing wages the higher of the wage rates published by the State of Oregon BOLI and the Federal Davis-Bacon wage rate for each job classification. Every subcontract must contain a provision requiring payment of prevailing wage pursuant to the provisions of ORS 279C.800 through 279C.870 and the Federal Davis-Bacon Act. Contractor and all subcontractors must file or cause to be filed the certified statements with the BOLI, as provided in ORS 279C.845.

The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120.

PROJECT FUNDING: The project is being funded in whole or in part with funding from the U.S. Department of Housing and Urban Development through the Washington County Office of Community Development CDBG program. Section 3 businesses are encouraged to submit a proposal.

RIGHT OF REJECTION: The City of Tualatin reserves the right to reject any bid not in compliance with all prescribed public procedures and requirements and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within forty-five days (45) after the Bid Closing.

WRITTEN ADDENDA: The City reserves the right to make changes to the Invitation to Bid and the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have joined the plan holders list on the Bid Portal, as provided in the Contract Documents.
