Description
City of Tualatin is accepting bids for HEDGES GREEN BRIDGE DECK REPLACEMENT until 2:00 pm (local time), February 12, 2026, via the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”), where Contract Documents may be reviewed. Specifications may also be reviewed at City Offices, located at 18880 SW Martinazzi Ave., Tualatin, OR 97062.
Bids must be submitted electronically through the Bid Portal; bids submitted by any other means will not be accepted. Richard Contreras, Contracts & Procurement Analyst, is the designated contact for this solicitation and can be reached at rcontreras@tualatin.gov or (503) 691-3080.
Bids will be opened electronically immediately after Bid Closing. A list of bidders and preliminary bid totals will be publicly posted to the Bid Portal as soon as practicable following Bid Closing, and no later than 2:30 pm (local time). No in-person bid opening will be held.
First-Tier Subcontractor Disclosure must be submitted via the Bid Portal no later than 4:00 pm (local time), February 12, 2026, two working hours after the Bid Closing.
IDENTIFICATION OF PROJECT: Major items of work include removal and proper disposal of existing decking on the Hedges Green pedestrian bridge; furnishing and installing new pressure-treated glulam decking in accordance with the attached as-built drawings; installation of required fasteners; inspection of existing joists, stringers, and hangers following deck removal; and construction of a uniform, ADAcompliant walking surface, all as described in the Contract Documents.
PREQUALIFICATION REQUIREMENT: To be eligible to submit a bid, bidders must submit a written statement demonstrating expertise in the design, fabrication, and installation of timber bridges. The statement must be submitted by email to Richard Contreras at rcontreras@tualatin.gov and received no later than 2:00 p.m. local time on January 26, 2026. See Section 00120.01 of the Contract Documents for additional requirements.
This is a contract for a public work, subject to ORS 279C.800 to 279C.870 and prevailing wage is required. Contractor must comply fully with the provisions of ORS 279C.800 through 279C.870. Contractor and subcontractors shall pay the Oregon Bureau of Labor and Industries (BOLI) wages to workers. Wage rates may be found at the following website:

Special Instructions
Prequalification Required - To be eligible to submit a bid, bidders must submit a Statement of Qualifications demonstrating expertise in the design, fabrication, and installation of timber bridges. The City’s form is mandatory and will be made available with the bid documents on BidLocker.
At a minimum, bidders must demonstrate no less than five (5) years of experience performing work of a similar nature. Bidders shall also provide detailed information for at least three (3) completed projects involving timber pedestrian bridges or similar timber bridge structures constructed within the past five (5) years. Project descriptions shall include, at a minimum, the project name and location, scope of work performed, construction value, completion date, and owner contact information.
Statements of Qualifications must be submitted by email to rcontreras@tualatin.gov and received no later than 2:00 p.m. local time on January 26, 2026. Failure to submit the required Statement of Qualifications by the stated deadline shall render the bidder ineligible to submit a bid.
The City reserves the right to verify submitted qualifications, request clarifications, contact listed references, and determine whether a bidder meets the minimum qualification requirements. The City will post a list of prequalified contractors by 5:00 p.m. local time on February 2, 2026. Determinations of bidder eligibility shall be made at the City’s sole discretion and shall be final.
