Description
City of Tualatin is accepting bids for SW HAZELBROOK ROAD PEDESTRIAN IMPROVEMENTS until 2:00 pm (local time), January 13, 2026, via the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”), where Contract Documents may be obtained. Bids must be submitted electronically through the Bid Portal; late bids or bids submitted by any other means will not be accepted. Bids will be opened electronically immediately after Bid Closing. A list of bidders and preliminary bid totals will be publicly posted to the Bid Portal as soon as practicable following Bid Closing, and no later than 2:30 pm (local time). No in-person bid opening will be held.
First-Tier Subcontractor Disclosure must be submitted via the Bid Portal no later than 4:00 pm (local time), January 13, 2026, two working hours after the Bid Closing. See the Contract Documents for the required form and instructions.
FAILURE TO TIMELY SUBMIT THE FIRST-TIER DISCLOSURE FORM WILL RESULT IN BID REJECTION.
IDENTIFICATION OF PROJECT: Major items of work include installation of a Rectangular Rapid Flashing Beacon, the construction of median islands, the construction of ADA-compliant curb ramps and pedestrian landings, and new signing and striping, including a continental crosswalk.
CONTRACT TIME: The Contractor shall begin construction Work within 60 calendar days following the Notice to Proceed. Contractor shall reach substantial completion of all work by May 15, 2026. The contractor shall reach final completion of the project (including all punch list items) no later than June 15, 2026.
OTHER BID REQUIREMENTS: No bid shall be received or considered unless the bidder is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board, as applicable, as specified in OAR 137-049-0230.
Proposals must include a signed Proposal Form and a Bid Security in the form of either a proposal bond or certified check in an amount not less than ten percent (10%) of the total bid. Proposal bonds may be submitted as scanned PDFs or digitally issued and uploaded directly through the Bid Portal. If submitting a scanned proposal bond, the original physical bond must be delivered to the City within five (5) business days following the bid deadline. Certified checks must be delivered in person to the City prior to the bid deadline; late delivery of certified checks will result in bid rejection.
This is a contract for a public work, subject to ORS 279C.800 to 279C.870 and prevailing wage is required. Contractor must comply fully with the provisions of ORS 279C.800 through 279C.870. Contractor and subcontractors shall pay the Oregon Bureau of Labor and Industries (BOLI) wages to workers. Wage rates may be found at the following website:

The bid must indicate whether the contractor is a resident contractor, as defined in ORS 279A.120.
RIGHT OF REJECTION: The City may reject any bid not in compliance with all requirements and may reject for good cause any or all bids upon a finding that it is in the public interest to do so. Bids cannot be withdrawn within forty-five days (45) after the Bid Closing.
WRITTEN ADDENDA: The City may make changes to the Contract Documents by written addenda prior to the Bid Closing. Addenda shall be made available to all contractors who have joined the plan holders list on the Bid Portal.
