Jurgens Park Sports Court Resurfacing

Description

The City of Tualatin is conducting an intermediate procurement to request quotes for the Jurgens Park Sports Court Resurfacing project, described in more detail in the Scope of Work attached as Exhibit A.

Submission of Quotes: Quotes will only be accepted until 2:00 pm (local time) on August 14, 2025, via email to rcontreras@tualatin.gov. Any quotes submitted after this time will not be considered. This is an intermediate procurement and this solicitation is only posted on BidLocker for informational purposes, please submit quotes via email to rcontreras@tualatin.gov. 

Anticipated Project Start Date: August 22, 2025

Required Project Completion Date: June 20, 2026

Criteria for Award: The City shall award the contract to the lowest responsible bidder. This is an informal solicitation and the City reserves the right to not award a contract and reissue this Request for Quotes at a later date, to negotiate to clarify a quotation, or to effect modifications to the services requested to make the quote more advantageous to the City. Per OAR 137-049- 0395(1), the City may issue a Notice of Award and enter into a contract immediately after determining the apparent lowest responsible bidder.

Form of Contract: The Personal Services Agreement that the successful Contractor will be expected to execute if awarded the contract is attached as Exhibit B. Quotes should include any objections to the form or terms of the Agreement. The City will determine if any proposed modifications to the form of Contract are acceptable to the City.

Prevailing Wages: The budget for this project does not exceed $50,000 and therefore it is not anticipated that the State of Oregon Bureau of Labor and Industries (BOLI) Prevailing Wage Rate for Public Works Contracts will be applicable. Bidders whose quotes do not exceed $50,000 should submit pricing without prevailing wages. Bidders whose quotes exceed $50,000 must include prevailing wage rates in their pricing.

All quotes must indicate whether prevailing wages are included and the City reserves the right to request clarification of quotes. The contract will be awarded to the lowest responsible bidder based on the total price submitted.

Public Records: All quotes received by the City are subject to public disclosure after the City selects a Contractor. Information claimed by bidders as exempt under Oregon’s public records law should be clearly marked by the proposer as “Confidential”. The City will make an independent determination regarding exemptions applicable to information that has been properly marked as Confidential.

Standards: All work shall comply with the City of Tualatin Public Works Construction Code.
