Description
The Fourth Avenue Building (FAB) sits on the east side of 4th Avenue with Harrison Street bounding the structure to its north. It consists of two levels above ground, a lower level below street level, and two additional underground levels of parking. FAB is connected to the Engineering Building (EB) via its underground level. Separating FAB and the EB on the ground level is a seven-story tower that houses the City of Portland's Office of Planning and Development Review, Permit Center and Record Center.
Originally constructed in 1962, FAB was designed by architects Stanton, Boles, Maguire & Church for the Pacific Northwest Bell Telephone Company later known as US WEST. The original site consisted of the current second story and the above ground portions of the plaza and lower levels with an accompanying parking lot south of the building. In 1974 the subterranean portions of the building were expanded with two levels of parking and the plaza and lower levels extended south towards College Street. Portland State University (PSU) began purchasing the building in phases starting in the fall of 1997 in order to house the Maseeh College of Engineering and Computer Science. In 1999 the seven-story City Development Center, designed by Yost Grube Hall, was added just south of the above ground portion of FAB and then in 2005, PSU's EB was constructed just south of the Development Center.
The FAB currently houses the data center that serves all communications for PSU. Additionally, FAB is the location of the emergency operations center (EOC) for PSU.
This RFP is for design and engineering for developmental drawings, design specifications, construction installation drawings and construction specifications for all scope mentioned below. Enhanced Construction document development will be required. Refer to appendix 4.15, FAB Turbine Feasibility Study, Option A.1 for the (1) 3MW diesel generator concept.
The proposal shall include a detailed schedule capturing all design, engineering and construction document development work to be performed, based on a date of notice to proceed as captured in the aforementioned contractual criteria.
It is the responsibility of the design team to provide an all-inclusive proposal to complete all requested scope documentation.
Design team(s) are responsible for associated fees including but not limited to parking passes, parking reservations, access badges, and key deposits, etc. Refer to https://www.pdx.edu/facilities/key-requests for key cost.
Design team(s) will be responsible to obtain all keys and badges to access any space to perform work at their own cost.
Weekly project review meetings with the Owner (Capital Projects and Construction), Facilities and Property Management, as well as page-turn and milestone meetings with additional representatives and stakeholders, will be required.
The Request for Proposal (“RFP”) and selection process is provided in the Portland State University (“PSU”) Standards for Professional Consultants, 580-063-0025 and Chapter 580 Division 061.
This RFP does not commit the Oregon State Board of Higher Education (OSBHE) or PSU to enter into any agreement, to pay any expenses incurred in preparation of any response to this RFP, or to procure or contract for any supplies, goods or services. PSU reserves the right without liability to OSBHE or PSU, to cancel this RFP and to reject any proposal that does not comply with this RFP or applicable administrative rules, and to reject any and all responses received as a result of this RFP upon a finding that it is in the public interest to do so.
