Description

PCEF is an initiative that generates approximately $40-60M annually for climate action investments in Portland that center racial and social justice. The purpose of this project is to complete a market study that can be used to define measurable and ambitious goals that ensure work funded by PCEF is being performed by and contracted to historically disadvantaged groups including women, people of color, people with disabilities, and the chronically underemployed.
