Description
The City of Philadelphia (City) acting through its Water Department (PWD or Department) is seeking proposals, through this Request for Proposal (RFP), from qualified and licensed architecture and engineering firms or project teams ("Applicants") to work collaboratively with PWD staff by providing Architectural and Engineering (A/E) Services for the New Lardner's Point Pumping Complex and Sewer Maintenance Facility. The Basis of Design Report (BODR) summarizes the master planning and conceptual design stage decisions and presents the established framework for the project that the selected Applicant is expected to develop in the next design stages. The BODR includes the conceptual design for the site and all site programming elements (the new pumping station, the repurposed existing pumping station, and new sewer maintenance facility/yard) along with the preliminary construction phasing. The Philadelphia Water Department has undertaken a project to construct a new pumping station including new site piping on the existing Lardner's Point site to replace the aging LPPS that has far exceeded its useful lifespan. Since the 1960s, only minor renovations have occurred, and Lardner's Point Pumping Station has therefore operated largely untouched. The existing site is a 5 ½ acre parcel located at Milnor and Levick Streets adjacent to the Delaware River and the Tacony-Palmyra Bridge. The existing pumping station sits on the eastern portion of the site adjacent to Lardner's Point Park and is the last remaining original structure on the site of a previous complex of four main buildings. Currently, the existing site is fragmented into several parcels with various separate functions including Pumping, Sewer Maintenance, and material storage. This project intends to restore the site by reorganizing and simplifying it to provide for two distinct functions: Pumping and Sewer Maintenance.Attachments
