Description

The Communications department of Metro is requesting proposals for On-call Research and Public Opinion Professional Services. Proposals.

Category 1: Public opinion research to inform public policy discussions and directions.

Category 2: Research to inform communications strategies, tactics and messages. 

Project background

Metro programs and initiatives use public opinion research to shape public policy and inform recommendations for the Metro Council; develop communications strategies, tactics and messages; and provide information that makes Metro’s website and communications materials as resonant and user-friendly as possible.

A key focus of communications and policy research at Metro in the coming years will be to create and implement best practices that make it possible to hear from a more diverse range of people in that research. Metro is seeking contractors who can blend the expertise and best practices that come with traditional representative sample research approaches with ways to hear from people those approaches have often excluded or neglected, including but not limited to people of color, people with disabilities, people who speak limited English, and other marginalized communities.

Although Metro has worked hard to develop new strategies to reach marginalized communities through engagement and partnership, we are also interested in pushing the envelope in reaching and hearing from these groups through opinion research as well. We want to hear creative recommendations on ways to test communications tactics and messages with a range of audiences, including the people who experience the most barriers to finding, understanding and/or acting on information from government. And in public opinion research geared toward framing policy questions, we’re also interested in hearing from broader swaths of people across greater Portland.

Metro takes a collaborative approach to work. Contractors may be a part of large teams that include staff, and in some cases, other local governments, community organizations and/or community members.

Metro invites proposals from organizations and businesses that can demonstrate experience and expertise in one or both of the following categories.
