Good Afternoon, Due to the high volume of public bids scheduled for submission between the 17th and 21st, we are unable to allocate adequate resources to prepare a complete bid for the Tertiary Treatment Facility project. We anticipate this situation may also affect other potential bidders, which could limit overall participation. To allow more contractors the opportunity to submit competitive bids, we respectfully request that the bid date be extended by approximately one and a half to two weeks. Article 3 - Qualifications of bidders (Section 02 20 00 instructions to bidders) does not coincide with the bid form checklist. Please clarify - for example: 3.01 A&B - Does the Qualifications Statement Form (00 45 10) cover requirements in 3.01 A & B? Also - 3.01 D - Is there a Form that captures whether the Bidder is a resident, or does a separate written statement need to be made? 3.01E - what is required for Subcontractor and Supplier 'qualification' information at time of bid?

We have reviewed the bid forms/documents and have the following requests. Concerning the Qualifications Statement (00 45 10): 1. Article 4 – Safety – Remove requirement for subcontractor EMR, TRFR, MH with bid and have these due three days after bid by the apparent low bidder. 2. Article 5 – Financial – Remove the requirements for providing audited/current financial statements and the also the ratio calculations in the table. 3. Article 9 – Required Attachments A-I Have these due three days after bid by the apparent low contractor. And remove the requirement for the audited financial statements as requested above.

DRAWING / SPEC SECTION: 05 44 00, 2.02/A FACILITY / LOCATION: Steel Trusses COMMENT: This spec states "All truss steel shall be 54 mil thickness". Typically, we see 54 mil for the top chords only to provide adequate material for the attachment of the fasteners used to connect the roof deck to the trusses. We don’t need 54 mil on other members to get the trusses to engineer. Please clarify if the 54 mil can be used for top chords only as using 54 mil for all members is costly compared to 54 mil top chords only. DRAWING / SPEC SECTION: 01 12 18 FACILITY / LOCATION: 36" SE COMMENT: Spec section 01 12 16.1.04 states that the removal of existing 36" SE and final tie in of the new 36" TFI and TFE is to be scheduled during dry weather (typically May to October). Note 14 on CD-00-201 states the existing 36" SE pipe is to be replaced after the new Tertiary System is commisioned. The lead time for the new filters are approximately 26-28 weeks. FACILITY / LOCATION: Civil COMMENT: Detail D02002 and P11001 the floor drain and cleanout are called out on the PD line. The PD line is DIP in the pipe schedule. The detail looks like it is for Hubbed Cast Iron. Also, detail D02002 has a trap that appears to be cast iron hubbed. Will a trap be required on the PD line that is DIP? Oak Lodge Water Services (OLWS) provides drinking water, wastewater, and watershed protection services to approximately 29,000 residents and businesses in Oak Grove, Jennings Lodge, and parts of Milwaukie and Gladstone.

Our system includes 208 miles of drinking water and wastewater pipes, 3,123 catch basins, and 773 fire hydrants. Additionally, we operate a wastewater treatment plant that processes over 1.5 billion gallons of wastewater each year.
