In regard to the bore on the boardman 18" bore. I noticed substantial completion is May 30th. Can this be extended to complete the bore in the dryer months (June/July)?

No, the substantial completion date will remain as shown in the bid.  Weather conditions will need to be a consideration for each bid line item.
