Description
Lane County is seeking offers from qualified contractors to provide construction services to prepare the project site for the installation of two new truck scales at the Short Mountain Landfill. Construction services to include production of new foundation elements, infill of the existing scale pits, and construction of new approach and exit ramps for each new scale. Coordination with the company responsible for the removal of the existing truck scales and the installation of the new truck scales will be required to ensure a successful completion of the project. Truck scales are owner supplied.
Pre-Qualification Instructions
This solicitation is for a Lane County Community Benefit Bidding project, therefore prime bidders and First Tier Subcontractors that provide select trades must be prequalified prior to submitting a bid. Prequalification applications will be accepted on an ongoing basis but must be received no less than ten (10) days prior to the bid Closing Date to be considered a responsive bidder. Prequalification applications as well as a list of prequalified contractors can be found on the Lane County Procurement & Purchasing webpage at: www.lanecounty.org/bids .
Offerors must demonstrate prior experience in the construction and installation of truck scale foundations. To meet this requirement, the contractor must:
· Have completed a minimum of three truck scale foundation projects within the last five years.
· Provide previous experience within the Experience/References form in Bid Locker including two references from clients for whom similar work has been completed.

Pre-Bid Conference Information
A MANDATORY Pre-Offer Conference will be held on Wednesday, June 18, 2025, at 9:00am at Short Mountain Landfill: 84777 Dillard Access Rd., Eugene, 97405. We will meet at the site entrance near the truck scales. Only Offerors in attendance will be permitted to submit an offer for this project. Subcontractors and suppliers are not required to attend the conference but are advised to do so if a site visit is necessary to submit a quote.
