Description
Home Forward invites bids for the Cesar Apartments Interior Modifications. Bids will be received via electronic submission through BidLocker at https://bidlocker.us/a/homeforward/BidLocker until 2:00 p.m. Wednesday, June 4th, 2025. The First Tier Subcontractor List, form HF-421, must be received by 4:00 p.m. on the same day. No bidder may withdraw their bid after the hour set for opening until after the lapse of sixty (60) days from the bid opening. Bidders will need to sign up for free on BidLocker to access the solicitation documents or submit a bid.
The Cesar Apartments, located at 1610 SE Cesar Chavez Blvd, Portland, OR 97217, is a 47-unit apartment building renovated in completed in 2023. The project involves a reconfiguration of the ground floor space to better facilitate operations of Permanent Supportive Housing, as well as minor changes to unit interiors. Bid documents are available for download beginning on May 7, 2025 at https://bidlocker.us/a/homeforward/BidLocker. Addenda will be posted at the same web location.
A pre-bid tour of the building will commence at the Cesar Apartments on Wednesday, May 14th, 2025, at 3:30 p.m. Questions posed during the tour that are not addressed in the Solicitation will be answered by addendum.
The work has an established goal of 30% participation by COBID and/or Underutilized Business Enterprise (UBE) firms. Prime contractors who submit bids that do not meet the 30% goal are required to submit proof that good faith efforts have been made to contract with COBID/UBE subcontractors.
This project is subject to Davis-Bacon “Residential” prevailing wages in accordance with OAR 839-025-0004 (24)(a). The wage determination applicable for the duration of this project is OR20250017, Mod 2 (02/28/2025). The Contractor shall submit certified payroll reports via LCP Tracker.
Home Forward, on behalf of the Owner, may reject any bid not in compliance with the prescribed bidding procedures and requirements, may reject any or all bids, and waive all informalities if doing so is determined by Home Forward to be in the public interest.
