Clackamas County, on behalf of NCPRD, is seeking quotes from vendors to provide professional strategy and polling services to research and assess a process to establish NCPRD as a Special District under ORS Chapter 266 “Park and Recreation Districts.” NCPRD also seeks to research and assess potential ballot measures to increase revenue, which could include an increase in the dedicated permanent tax rate, an operating levy, and/or a general obligation bond. Dependent on outcomes, NCPRD may proceed with steps required to bring measures to the ballot to establish the Special District and elect Directors as early as spring 2023. Dependent on outcomes, the District may proceed with steps to plan for future ballot measures related to NCPRD financing.
