Description
The City of Bowie, Maryland requests Statements of Qualifications for ongoing asphalt maintenance at City-owned Parks and facilities in Bowie, Maryland.
The work shall be consistent with the Scope of Services contained in this Request for Qualifications (RFQ). By submission of a Statement of Qualifications, the offeror represents that it is able to comply with all requirements contained in the RFQ.
All questions or requests for clarifications regarding this RFQ are required to be submitted through the Bid Locker platform at https://bidlocker.us/details/4861_On_Call_Contract_Services_For_Asphalt_Paving_Maintenance_Services, prior to 11:00 a.m. on Wednesday, October 15, 2025. Written responses to all questions and/or requests for clarifications will be issued no later than Wednesday, November 5, 2025, to all those who have expressed interest in this RFQ through the Bid Locker platform.
Statement of Qualifications shall be submitted electronically to the City through the Bid Locker platform at https://bidlocker.us/details/4861_On_Call_Contract_Services_For_Asphalt_Paving_Maintenance_Services, prior to 11:00 a.m. on Wednesday, November 12, 2025. Any interested party may register with Bid Locker at https://bidlocker.us/Account/Signup at no cost and access the solicitation documents. All blanks on each form provided by the City in connection with this RFQ must be filled in, and no change shall be made to any part of the text of the form.
Prospective offerors that obtain this document from any source other than Bid Locker, should immediately register with Bid Locker to ensure receipt of addenda and other communications regarding this solicitation.
Each offeror or prospective offeror must refer to the Bid Locker website for any available amendments, addenda, cancellations, and additional information regarding this RFQ.

Bowie, Maryland, is a city of 54,727 residents, acccording to the 2010 Census, located in Prince George's County, and convenient to Washington, DC, Annapolis, and Baltimore.
The city consists of approximately 18-square miles. There are more than 1,100 acres set aside as parks or as preserved open space, including over 22 miles of paths and trails, and 75 ball fields.
Bowie has a nonpartisan city government directed by a mayor and six council members. The City Council meets on the first and third Mondays of most months in sessions that are open to the public.
