THERE WILL NOT BE A PRE-BID CONFERENCE BID DOCUMENTS: ARC PLANWELL All documents for this bid, contract terms and conditions, plans and project manual are available for view and download free of charge at https://order.e-arc.com/arcEOC/PWELL_Main.asp?mem=45 ENGINEER'S ESTIMATE The Engineer's Estimate for this project is $200,000 - $400,000 SUBMITTING BIDS Bids will be received until the Close Date and Time listed in this Sourcing Event. Bids shall be submitted by mail or in person as described in the Contract and Specifications. Electronic submittal by e-mail or via the Marketplace system is not allowed for this event. INCLEMENT WEATHER/EMERGENCY SITUATIONS: In the event of inclement weather or emergency situations that close Multnomah County, the bid or proposal submission date will be 10:00 am on the first day business resumes after County closure or delay. Whenever possible, updated information will be communicated via an amendment posted on the Summary page of this Sourcing Event. PREQUALIFICATION The Agency will only consider a Bid from a Bidder who submits with their bid the following proof of their prequalification with ODOT: (1) a copy of an ODOT Prequalification Letter that includes the Class or Classes of Work specified in the Special Provisions; or (2) documented evidence that the Bidder submitted to ODOT at least 10 days before Bid Opening a complete prequalification application in the Class or Classes of Work specified in the Special Provisions and then, no later than two (2) business days following Bid Opening, submits to the Agency a copy of the applicable ODOT Prequalification Letter. New and renewal prequalification applications, approval timeframes and important additional information on prequalification is available on Oregon Department of Transportationâs (ODOT) website at: http://www.oregon.gov/ODOT/CS/CONSTRUCTION/Pages/Prequalification.aspx DIVISIONS OF WORK / GOOD FAITH EFFORT PROGRAM Bidders are cautioned that some portions of Multnomah County's Good Faith Effort program have changed. Carefully review program documentation in the Contract and Specifications book on the Buyer Attachments page of this Sourcing Event. Note that specific Divisions of Work are now specified on the Bidders Checklist, and ALL must be listed on Good Faith Effort Form 1 to avoid possible rejection of a bid as non-responsive. CLARIFICATIONS Submit requests for clarification by e-mail to the Procurement Analyst listed in the Bid Document. Do not submit from this Marketplace system. LOCALLY FUNDED PROJECT This project is funded by Multnomah County, and subject to requirements described in the bid documents including, but not limited to: * Oregon Prevailing Wage * Multnomah County Good Faith Effort Program * Multnomah County Workforce Training & Hiring Program BIDDER CHECKLIST Submit all items in a sealed envelope to the Multnomah Building, 501 SE Hawthorne Blvd., Suite 125, Portland, OR 97214 by the date and time listed in the bid documents.
