Description
Project Background and Description:
In September 2020 the Holiday Farm Fire resulted in the displacement of numerous residents from the McKenzie River Valley. Through Community Development Block Grant-Disaster Recovery (CDBG-DR) funding from the US Department of Housing and Urban Development (HUD) made available through a grant from Oregon Housing and Community Services (OHCS), Lane County will fund development of affordable housing within the McKenzie River Valley.
The program involves developing approximately twenty Accessory Dwelling Units on private properties within the McKenzie River Valley. The program will work with willing property owners to site one small (900 square foot or less) manufactured home unit on each property. The program budget will pay for all necessary site work, utility upgrades, the housing unit, and installation.
Through an affordability covenant, the property owner will agree to rent the unit to low- and moderate-income families for a period of 8 years, with a preference given to wildfire survivors. These ADUs will be provided to property owners through a forgivable loan and after the affordability period has passed, the unit and improvements will be wholly owned by the property owner.
Lane County is working with multiple partners to develop and deliver this program, including a Housing Developer, a Rental Coordinator, the Asset Manager, and the property owners who will fill the role of Property Manager. This Request for Proposals and Scope of Work are focused on the long- term provision of asset management services for the approximately 20 Accessory Dwelling Units
The Housing Developer will promote the program to property owners. The Developer will interface with each property owner and will manage all aspects of construction including site and home design, permitting, site work, home selection, home delivery, and installation.
The Rental Coordinator will promote the program to potential tenants. The Rental Coordinator will screen and manage a list of prospective tenants, support owners’ selection of tenants, monitor to ensure program rules and federal and state laws are being followed, and help property owners fill vacancies as needed.
The Asset Manager – the focus of this RFP - will calculate and manage each forgivable loan. The Asset Manager will manage all legal and financial aspects of the forgivable loan, should a property owner decide to pay off the loan or when the loan is fully forgiven. The Asset Manager will monitor the program to ensure compliance with program policies.
The owner, in their role as Property Manager, will manage tenant relations and enforcement of lease terms, collect rent, prepare and sign lease with tenant, and manage regular repairs and maintenance.
