Question:

Sheet C5606C-3110, Note 19, requires removal of the existing timber ties and installation of approximately 11 Owner-furnished concrete ties and states to “regrade and compact any disturbed ballast.” The replacement concrete ties are deeper than the existing timber ties, which will disturb the existing ballast beneath the ties during installation. Specification Section 34 11 26, including Sections 3.10 and 3.11, requires track surfacing and lining and specifies the use of vibratory squeeze-type tampers for ballast compaction. Please confirm that following installation of the new concrete ties, the Contractor will be required to mechanically tamp the disturbed ballast using a track-mounted vibratory squeeze-type tamper and surface/align the affected track in accordance with Section 34 11 26, and that bidders should include the required tamping and track surfacing equipment in their bid. Also, please confirm which bid item the track panel installation, tie replacement, tamping, and track surfacing work should be included under.

Answer:

Confirmed, the contractor is expected to resurface and line the disturbed area of track including mechanical vibratory tamping in accordance with Section 34 11 26. Bidders should include their estimates for track panel installation, tie replacement, tamping and track surfacing under line item 5, Civil Construction. 

Question:

Assuming one sidewalk crossing of Kelly Ave is required to remain open to pedestrians at all times, once construction of one side is completed, does that side need to be fully completed and safety certified, including fencing, railings, signage, striping, and activation of the pedestrian flasher, before pedestrian traffic can be shifted to that side and construction begins on the opposite side? Please clarify what improvements are required to be complete and operational before switching pedestrian traffic to the newly constructed side.

Answer:

The short answer is no; one side of the crossing does not have to be completely finished before the other can open. TriMet expects installation of concrete sidewalks, tactile warning devices, signage, and fencing/railing prior to shifting pedestrian movements from one side to the next. Installation of light poles and ped flashers are not required for a given side to be open to the public as this is akin to the existing condition of the crossing.
