Description

UMGC is seeking a firm to provide a Learner Information System (LIS) for Workforce Development. Priority II of UMGC's Strategic Plan emphasizes building a skills architecture that bridges education and work experiences. To advance this priority, UMGC is working with key internal stakeholders to refine its workforce development strategy. A central component of this effort is procuring a robust and efficient Learner Information System (LIS) that can support non-degree learners, particularly as UMGC continues to expand its skill-based, short-form offerings.  

UMGC currently lacks a Learner Information System (LIS) overlay with PeopleSoft Campus Solutions, resulting in inefficient and unsustainable manual processes to add non-degree learners, which hinders workforce development growth. Due to PeopleSoft's configuration for degree-seeking students, manual data entry leads to inaccuracies in student payment charges and limits the learner experience by restricting access to transcripts, course information, and Learning Management System (LMS) credentials. Reporting capabilities are also limited, with manual tracking required for enrollment, completion, and financial data. Additionally, current payment processes are non-compliant with Maryland and military requirements, preventing partnerships with military organizations and limiting the ability to support third-party pay from employers or workforce development funds.  

An efficient LIS is foundational to the success of this initiative. It will streamline data management, enhance the learner experience, improve compliance with state and military regulations, and facilitate partnerships with corporate and military entities. By focusing on this technology upgrade, UMGC aims to ensure that non-degree learners receive the same level of support and accessibility that has long defined the institution’s commitment to adult education.
