Description
The City of Tualatin requests proposals from qualified firms to provide professional engineering services for the Seismic Valve Improvements Capital Project. This project includes installation of seismic valves on the City's six distribution system storage tanks to provide automatic isolation of the tanks' inlets and outlets during an earthquake. The City will screen and select prospective consultants to provide these professional services as provided in ORS 279C.110(5). Please do not submit any pricing information unless specifically requested by the City. Proposals will be received until 2:00 p.m. local time on August 17, 2026, via BidLocker at https://bidlocker.us/a/tualatinoregon/BidLocker.
No proposal will be considered unless completed in the manner provided in the Request for Proposals (“RFP”) document. Any proposal received after the closing time will not be accepted or considered.
RFP documents may be downloaded from BidLocker at https://bidlocker.us/a/tualatinoregon/BidLocker or obtained in person at the City of Tualatin’s City Offices Building, located at 18880 SW Martinazzi Ave., Tualatin, OR 97062.
All proposers are required to comply with the applicable provisions of the Oregon Public Contracting Code and the City of Tualatin Public Contracting Rules.
The City may reject any proposal not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause any or all proposals upon a finding of the City if it is in the public interest to do so.

Question:
Can you clarify the intent of the reservoir seismic evaluation? Anything beyond a freeboard/sloshing review (such as evaluating anchorage and structural deficiencies) could require additional site work, geotechnical investigating, and structural calculations. Is the City primarily requesting operational recommendations? Or does the City also want structural improvement recommendations? |

Answer:
The intended scope of the seismic evaluation of the six existing reservoirs is to match the description in Chapter 2, Section 2.5 of the Basis of Design Report. The primary evaluation is expected to focus on operational recommendations (low cost, low effort) to ensure after the installation of the seismic valves the City is able to successfully hold water in the reservoirs in the event of a seismic event. The additional items listed under “services may include” were intended to allow proposals to identify any other critical actions that may be required to ensure the seismic valves can successfully hold water in the reservoirs. The City does not intend to complete a robust physical analysis evaluating anchorage, structural deficiencies, etc. Another consideration is the City’s $1.75M grant award and the goal of completing the entire scope of work, including the seismic evaluation, within that budget. |
