Description

The City of Tualatin, Oregon, is requesting proposals from consultants to develop a Downtown Tualatin Urban Design Framework and Design Standards. The selected consultant will provide planning, urban design, public engagement, code development, and related services to prepare an urban design framework, adoption-ready design and development standards, and associated implementation materials for downtown Tualatin.

Solicitation documents may be obtained electronically through the City of Tualatin BidLocker portal at https://bidlocker.us/a/tualatinoregon/BidLocker. 

Proposals must be submitted electronically through the BidLocker portal no later than 2:00 p.m. local time on July 24, 2026. Submissions by any other method will not be accepted. Proposals received after the closing deadline will not be considered.

This solicitation is for personal services under ORS Chapter 279B. All proposers are required to comply with applicable provisions of Oregon law and the City of Tualatin Public Contracting Rules.

The City may reject any proposal not in compliance with all prescribed public contracting procedures and requirements and may reject any or all proposals in accordance with applicable law and the City's Public Contracting Rules.

Question:

When is this project expected to go to bid for contractors and what is the expected start date for construction?

Answer:

Our work at this stage is to create an urban design framework and updated downtown design standards.  We anticipate it will be complete in early 2028.  We hope there will be building projects that follow, but we do not have a timeline for those projects.

Question:

Will the to-be-selected team on the Riverfront Park project be allowed to propose on this RFP?

Answer:

Yes, any firm selected for the Riverfront Park project remains eligible for this contract.

Question:

Given the $593,000 not-to-exceed budget across an 8-task, roughly 18-month scope with extensive CAC, TAC, Planning Commission, and City Council engagement, does the City have a general sense of how much of the budget is expected to go toward direct engagement and meeting support versus technical analysis and standards drafting?

Answer:

When preparing this scope, we estimated 10-20% of the budget going toward engagement tasks and meeting support.  That said, we are open to proposed scope refinements that lead to a different balance between engagement and technical/drafting tasks.

Is reimbursable travel and lodging for consultant team members based outside the Portland metro area expected to be included within the $593,000, or budgeted separately?

Answer:

Travel and lodging costs will need to be included in the $593,000 budget.

Question:

The RFP invites proposers to suggest scope and timeline refinements. Is the City open to proposed adjustments to the sequencing or number of CAC, TAC, Planning Commission, and City Council touchpoints (currently 8 CAC, 4 TAC, 7 Planning Commission, and 7 City Council sessions) if a proposer believes a leaner structure would still meet the project's engagement goals?

Answer:

Absolutely.  We welcome proposed adjustments to the sequencing and number of CAC, TAC, Planning Commission, and City Council meetings.

Question:

Task 6.4 references sharing draft standards with the regional development community. Is this expected to be a subset of the same developers interviewed in Task 2.6, or a broader outreach effort?

Answer:

We imagined Tasks 2.6, 6.4, and 7.7 as expanding rounds of developer engagement.  Task 6.4 would include the developers interviewed during Task 2.6 (and potentially 2.8), plus some additional outreach.  Task 7.7, the developer forum, would be advertised to the widest audience.  As with all tasks, we welcome proposed refinements.

Question:

Real estate market analysis is listed as a required skill area. Is the City looking for a standalone market and economic feasibility study, or analysis calibrated specifically to inform code and design standards, meaning policy-level rather than deal-level pro forma analysis?

Answer:

We are looking for a standalone market study that, ideally, will have utility beyond the framework/design standards drafting.

Question:

Can the City confirm whether the introductory letter and cover page count toward the 12-page technical proposal limit, or are they excluded in the same way as the price proposal?

Answer:

The introductory letter and cover page do not count toward the 12-page technical proposal limit.
