Description

City of Tualatin is accepting bids for Martinazzi Sewer Trunk Upsizing - Priorities 3 & 4, until 2:00 pm (local time), May 28, 2026, via the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”), where Contract Documents may be reviewed. Specifications may also be reviewed at City Offices, located at 18880 SW Martinazzi Ave., Tualatin, OR 97062.

Bids must be submitted electronically through the Bid Portal; bids submitted by any other means will not be accepted. Richard Contreras, Procurement & Contracts Administrator, is the designated contact for this solicitation and can be reached at rcontreras@tualatin.gov or (503) 691-3080.

The City will host a virtual public bid opening at 2:10 pm (local time), May 28, 2026. Please see the Bid Portal for access instructions. A list of bidders and preliminary bid totals will be posted to the Bid Portal promptly after the virtual bid opening.

First-Tier Subcontractor Disclosure must be submitted via the Bid Portal no later than 4:00 pm (local time), May 28, 2026, two working hours after the Bid Closing.

IDENTIFICATION OF PROJECT: Major items of work include upsizing and replacement of an existing sewer trunk line, trench excavation and shoring, utility adjustments, pavement and surface restoration, traffic control, and related work.

PREQUALIFICATION REQUIREMENT: To submit a bid as a prime contractor, bidders must be prequalified by the Oregon Department of Transportation (ODOT) in the Earthwork and Drainage (EART) category no later than May 11, 2026. Additionally, any firm performing work involving Positively Restrained Shoring Systems (PRSS) must be approved by the City by submitting a Statement of Qualifications no later than 2:00 pm on May 11, 2026. Refer to Section 00120.00 of the Contract Documents for complete requirements and deadlines.

This is a contract for a public work, subject to ORS 279C.800 to 279C.870 and prevailing wage is required. Contractor must comply fully with the provisions of ORS 279C.800 through 279C.870. Contractor and subcontractors shall pay the Oregon Bureau of Labor and Industries (BOLI) wages to workers. Wage rates may be found at the following website:

Reference: Section 00405.41(f)/ (2) Design Criteria, Bullet No. 5 Can trench shields / trench boxes be installed using the “Dig & Push” method for excavations less than 20 feet deep, provided that supporting engineering documentation is submitted demonstrating compliance with the applicable PRSS requirements? Please confirm whether this installation method is acceptable under the project specifications and identify any additional submittal or approval requirements that may apply.

The City will address trench system submittals and proposed installation means and methods with the awarded contractor during contract administration. The City reserves the right to require compliance with the contract documents and original specified requirements.
