Sidewalk and Street Tree Removal and Replacement

Description

City of Tualatin is accepting bids for SIDEWALK AND STREET TREE REMOVAL AND REPLACEMENT until 2:00 pm (local time), May 13, 2026, via the City’s bid management portal at https://bidlocker.us/a/tualatinoregon (“Bid Portal”), where Contract Documents may be reviewed. Specifications may also be reviewed at City Offices, located at 18880 SW Martinazzi Ave., Tualatin, OR 97062.

Bids must be submitted electronically through the Bid Portal; bids submitted by any other means will not be accepted. Richard Contreras, Procurement & Contracts Administrator, is the designated contact for this solicitation and can be reached at rcontreras@tualatin.gov or (503) 691-3080.

The City will host a virtual public bid opening at 2:10 pm (local time), May 13, 2026. Please see the Bid Portal for access instructions. A list of bidders and preliminary bid totals will be posted to the Bid Portal promptly after the virtual bid opening.

First-Tier Subcontractor Disclosure must be submitted via the Bid Portal no later than 4:00 pm (local time), May 13, 2026, two working hours after the Bid Closing.

IDENTIFICATION OF PROJECT: Major items of work include removal and replacement of damaged or uplifted sidewalks and associated street trees, restoring ADA-compliant pedestrian infrastructure, and protecting long-term sidewalk performance through proper tree selection, placement, and root management.

PREQUALIFICATION REQUIREMENT: To be eligible to submit a bid as a prime contractor, bidders must submit a written statement demonstrating expertise in either 1) sidewalk removal and replacement or 2) street tree removal and replanting. In addition, any contractor performing sidewalk removal and replacement or street tree removal and replanting work (whether as a prime contractor or subcontractor) must submit a written statement demonstrating expertise in that work. Prequalification statements must be submitted by email to Richard Contreras at rcontreras@tualatin.gov and received no later than 2:00 p.m. local time on April 27, 2026. See Section 00120.01 of the Contract Documents for additional requirements.

This is a contract for a public work, subject to ORS 279C.800 to 279C.870 and prevailing wage is required. Contractor must comply fully with the provisions of ORS 279C.800 through 279C.870. Contractor and subcontractors shall pay the Oregon Bureau of Labor and Industries (BOLI) wages to workers. Wage rates may be found at the following website:
