The City of Redmond is initiating an informal Request for Proposals (RFP) for the update of its 2013 Dry Canyon Master Plan (DCMP). The City seeks to engage professional vendors to perform consultant services to comprehensively review the existing DCMP, the City’s policies, and to provide a strategic framework for operational goals and implementation in an updated DCMP (Services). Proposals will be accepted electronically through the City’s online submission portal, Bid Locker, until 2:00 PM PT on September 4, 2026. Proposals received after the specified date and time will not be given further consideration. Vendors are encouraged to submit their proposals early and to allow extra time to ensure proposals are uploaded by the deadline, as upload time can be impacted by document size and bandwidth speed.

Proposals will be received online as instructed on the Bid Locker Portal. Hard copies will not be accepted, however, vendors may request to submit hard copies to the City, via mail or in person, by contacting the Single Point of contact (SPC), no later than two (2) business days prior to the closing date, to make arrangements. Hard copies will not be accepted unless the vendor has made arrangements ahead of time. If a hard copy is submitted without prior coordination with the SPC, the proposal will be returned (unopened) to the vendor without consideration. No faxed or emailed submissions will be accepted.

The City intends to award one (1) contract to the top-ranked responsible vendor. The initial term of the contract will be 18 months. In compliance with ORS 279C.110, contract costs with the awarded vendor will not exceed $250,000. The estimated cost of the Services is $100,000.
